Description
The Substance Abuse and Mental Health Services Administration, (DHHS), through the Program Support Center, intends to negotiate a sole-source award with Community Anti- Drug Coalitions of America (CADCA). Purpose: The National Leadership Forum is held every year to bring together the nation?s community anti-drug coalitions, State leaders, Federal representatives and experts throughout the country in the field of substance abuse prevention. The Forum was originally developed and hosted by the President?s National Drug Advisory Council and was turned over to the Community Anti-Drug Coalitions of America (CADCA) to sustain the effort. The National Leadership Forum scheduled for February 14-16, 2006 is the twenty-first Forum to be held at the Washington, DC Convention Center. The Leadership Forum is designed to be an interactive exchange of knowledge and information about what is working in substance abuse prevention, to share lessons learned about the importance of community mobilization and activism and disseminate knowledge on evidence-based programs and practices shown to be effective in reducing the rates of drug abuse and addiction among America?s youth. The National Leadership Forum is the only national conference focused on strengthening coalitions in support of substance abuse issues which is supported by all of the federal agencies engaged in substance abuse reduction services including: the Office of National Drug Control Policy; the Department of Education; the Department of Justice, Drug Enforcement Administration and Office of Juvenile Justice and Delinquency Prevention, the Department of Health and Human Services: SAMHSA (CSAT & CMHS), National Institute on Drug Abuse, National Institute on Alcohol Abuse and Alcoholism; and the National Guard Bureau Counterdrug Program. The Leadership Forum program agenda is developed and designed by CADCA staff, and an advisory committee consisting of community leaders and government representatives. The Leadership Forum is a widely attended event by both volunteers and professionals in the substance abuse prevention field. Based on their years of experience and knowledge, CADCA provides the participants of the Leadership Forum with the insights, knowledge and informed perspectives that are required to ensure the success of our Nation?s community coalitions in their ongoing work in substance abuse prevention. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 13.106-1 INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 7 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
