- THIS SYNOPSIS PROVIDES NOTICE THAT THE FHWA PLANS TO ISSUE A REQUEST FOR APPLICATIONS RESTRICTED TO STATE AND LOCAL GOVERNMENTS. THIS REQUIREMENT WILL RESULT IN MULTIPLE AWARDS OF COOPERATIVE AGREEMENTS. The Federal Highway Administration (FHWA) is contemplating the award of multiple (approximately 2 to 6) demonstration and evaluation projects for a performance period of 24 months. A total of $500,000 in Federal funds is available in fiscal year 2005 to fund from two to six demonstration and evaluation projects for a period of 24 months. Individual award amounts are expected to range between $50,000 - $100,000. The applicant?s 20 percent match requirement can be met through direct financial contribution or through ?in-kind? services. This Request for Applications (RFA) will only be released and available electronically at http://www.eps.gov. Accordingly, NO written, telephone, facsimile or email requests for the RFA package will be accepted. The Government anticipate issuing a RFA package, solicitation number DTFH61-05-RA-00111, on or about, July 26, 2005, by posting it on the website www.eps.gov. Estimated proposal due date is on or about 30 days from release of the solicitation, with an estimated award date of 26 Oct 05. Since this solicitation will only be available electronically, it will be the responsibility of interested parties to monitor the eps.gov website for any solicitation amendments. The objective of these demonstration and evaluation projects is to determine the extent to which gateways lead to lower speeds and improved safety on main roads in rural communities. This cooperative agreement program requires each recipient to conduct a carefully planned demonstration and evaluation of implementing a gateway for speed management. The recipient will designate a specific demonstration community (or group of communities). A demonstration community is the geopolitical area where the speed management demonstration will take place. This could be a State, a county, a city, a township, a borough, or any defined geographic entity or group of geographic entities within the United States with a clear governing body.
