Description
This procurement for the Seismic Corrections Building 203, Project 662-401, VA Medical Center San Francisco, CA includes all labor, materials, tools and equipment necessary for the construction of the seismic correction work on the 335,000 GSF main hospital that includes general construction and alterations for an exterior seismic retrofit, new windows and facades; interior remodels for patient privacy upgrades and permanent relocations; reconfiguration of two loading docks; separation of emergency power for remodeled spaces; roads and walks, excavations and backfill restoration, grading, drainage, landscaping, mechanical - electrical and plumbing work, utility systems, seismic bracing of non-structural components, necessary removal of existing structures and construction, and certain other items. Other work includes asbestos abatement, hazardous materials abatement (lead paint and florescent lamps), and demolition work. Cost Range: Between $20,000,000 and $50,000,000. The offeror shall furnish, obtain any and all necessary licenses and/or permits required to perform this work in the state of California. The NAICS Code for this procurement is 236220 with a Small Business Size Standard of $28.5 million. This Solicitation is Unrestricted which will require a Subcontracting Plan from Large Business Offerors. The Subcontracting Plan Goals are : 40% Small Business, 10% Small Disadvantaged Business, 5% Service Disable Veteran-Owned Small Business, 6% Woman Owned Small Business, 3% HubZone, and 7% Veteran Owned Small Business. Request for Proposal Documents will be available August 9, 2005. When calling, be prepared to state name, address, and solicitation number. All responsible sources may submit an offer, which shall be considered by the Department of Veterans Affairs. Proposal documents are available at a cost of $200.00 per set, refundable upon return to DMJMH+N at the above referenced address. A pre-proposal conference is scheduled for August 22, 2005 at 8:00 AM local time at the VA Medical Center in room no. 112 Building no. 7 located at 4150 Clement Street, San Francisco, CA 94121. Sealed proposals are due to the Contracting Officer by September 13, 2005, 4:30 PM EDST. There will be no public opening. The Project Manager is Timothy W Pogany at (707) 562-8287. All Offerors must insure that their firms have the ability to provide both 100% Performance and 100% Payment Bonds. The proposals will be evaluated and award made on the basis of Best Value Procurement in accordance with the FAR Part 15. Contract will be awarded SUBJECT TO AVAILABLITY OF FUNDS.
