- INSPECT AND REPAIR COAL CONVEYOR BELTS: This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. FA8601-05-T-190 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-04, Effective 08 Jul 2005 + Class Deviation 2005-o0001. This acquisition is 100% set aside for small business. Wright-Patterson Air Force Base will procure a Fixed Price contract for the base year (01 Oct 05 thru 30 Sep 06 to inspect and repair coal conveyor belts. Four (4) one-year option periods may be awarded. This requirement is Brand Name or Equal (See attached specification). Requirement consists of semi-annual inspection services, reporting those conditions including recommendations and making repairs as necessary of each of the two coal conveyor belts associated with the base central heating plants. Event location: Buildings 20770 and 31240, Wright-Patterson AFB, Ohio. Repairs may be necessary following inspections or on an on-call basis. The contractor shall furnish equipment, labor and materials to complete the work. The Bid Schedule (Atch 2) is located at http://www.pixs.wpafb.af.mil. The NAICS code is 81131. A copy of Federal Acquisition Regulations (FAR) Clause 52.212-3 with Alt I, (Atch 3) and DFARS 52.212-7000 (Atch 4) Contractor Representations and Certifications (Reps + Certs)-Commercial Items must be completed and submitted with quotation. A copy is attached to this solicitation and is available at http://www.pixs.wpafb.af.mil. The small business size standard is $6,000,000. An award will be made using a lowest price technically acceptable described in FAR 15.101-2. This RFQ is being conducted as a commercial procurement using Simplified Acquisition Procedures (FAR Part 13). No paper copies of this solicitation will be provided. After the solicitation has been posted, it is incumbent upon the interested parties to review the web site frequently for updates to the documents. The contractor is to provide services specific requirements in accordance, but is not limited to the Statement of Work (SOW), (Atch 1). SOW and Estimated Bid Schedule (Atch 2) is located at www.pixs.wpafb.af.mil. Responding contractors shall include adequate details of the specification from the SOW and descriptive literature with their quotations to enable the government to make a complete evaluation and appraisal of the quotation with respect to the requirements set forth in this combined synopsis. The offerors shall make a clear statement in their quote that the proposal is valid for sixty (60) days from when the quote is signed and dated. Evaluation will be based on technical, price, and the overall best value for the government. The Contracting Officer will evaluate quotations based on the evaluation factors (Atch 5) listed in this solicitation and the information furnished by the offeror. THE CONTRACTING OFFICER IS NOT RESPONSIBLE FOR LOCATING OR OBTAINING ANY INFORMATION NOT IDENTIFIED IN THE QUOTE. The government reserves the right to not make an award at all.
