Description
This acquisition is for CAST GUI upgrades to the CAST 3000 Simulator Systems, used to support Comet Operational Flight Programs (OFP) engineering Stations. This GUI upgrade is rquired to bring the simulator systems to current capacility and to support the F-16 OFP's provided by the Avionics Integration Support Facility (AISF). This equipment simulates the GPS satellite constellation for the EGI OFP Engineering Station. Anticipated award date: 25 AUG 2005. Electronic procedures will be used for this solicitation. Sole source: cage: 1P5Q0, CAST Navigation LLC, 900 Technology Park Dr, Billerica, MA 01821. Authority 10 U.S.C. 2304 (C)(1), Justification: Supplies or services required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The proposed contract is for supplies or services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the solicitation. However, the Government will consider all quotes received prior to the closing date on the solicitation. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Specifications, plans, or drawings relating to the procurement described are not available and cannot be furnished by the Government. The Government does not own the data or the rights to the data needed to purchase this item from additional sources. The Air Force minimum needs can be satisfied only by this unique equipment. This equipment can be supported only by this vendor, due to compatibilty with existing equipment because this is the only vendor known that has this specific equipment. This equipment is essential for updates of the F-16 Operational Flight Programs (OFPs) provided by the Avionics Integration Support Facility (AISF). Due to the proprietary nature of this equipment that is required for the operation of the AISF, no other vendors can fulfill this contract.
