- This is a sources sought synopsis only. There is NO solicitation for any action at this time. Requests for a solicitation will not receive a response. This sources sought notice is being issued to conduct market research and determine availability of qualified sources. This synopsis does not constitute a Request for Proposal or an Invitation for Bid, nor does its issuance restrict the government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor will it reimburse the interested party for any costs associated with preparing or submitting a response to this notice. The 18th Contracting Squadron is seeking qualified sources capable of providing all services necessary to meet the requirements as given below, to include, but not limited to, the use of appropriate aircraft, support personnel, pilots and equipment to conduct banner tow training at Kadena Air Base, Okinawa, Japan. Banner Tow operations will be conducted to provide live fire aerial gunnery target opportunities for F-15 Eagle fighter aircraft. The minimum banner dimensions shall be 20 feet long by 6 feet high. Banners exceeding these dimensions are acceptable. When deployed, the banner shall be towed approximately 1500-2500 feet behind the towing aircraft. The aircraft towing the banner shall be able to maintain an indicated airspeed of 200-250 knots at an altitude of 8,000-12,000 feet MSL for an approximate duration of 1 hour with the banner deployed while maintaining a continuous 30-45 degree bank turn. The total sortie will be 2 hours, to include 1 hour of banner tow training. Kadena Air Base anticipates conducting banner tow training quarterly. Each quarterly training shall include approximately eight (8), two-hour sorties for a total of sixteen (16) hours of flight time. In addition, the capability to provide electronic attack (EA) training is desirable. More specifically, the Government is interested in sources that can offer the capability to carry and employ Air Force ALQ 131, ALQ 184, or ALQ 188 PODS or to provide EA training in the 9-10 GHz range in addition to the banner towing capability. While EA capability is desired, it is not required at this time. Sources that can provide banner towing, but not EA are still encouraged to respond. NAICS code is 611512 Flight Training. Respondents shall identify any Government support that would be required. Any information submitted in response to this Sources Sought notice is strictly voluntary. The Government will not pay for any information that is submitted by respondents. Again, this notice does not constitute a Request for Proposal (RFP), nor does it restrict the Government to an ultimate acquisition approach. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses are due no later than 15 Sep 2005 at 1200 local time.
