Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The United States Army, Regional Contracting Office, Seckenheim, Germany intends to enter into a sole source contract under Simplified Acquisition Procedures with Villanova University, 800 Lancaster Ave, Villanova, 19085-1676, PA, for personnel 0-6 and GS- 15 to earn a Masters Certificate in Organizational Leadership, using an interactive virtual classroom set-up. Areas of instruction include in-depth training in high-demand disciplines such as Strategic Organizational Leadership, Human Resource Management, Finance and Accounting, Government Contract Management, Business Management, Project Management, and Change Management from the perspective of leading organizations through periods of change. The presentation of the course is to be a combination of teleco mmunication and online methods. These include: Real-time, 2-way Voice-Over I.P.; Direct Text Messaging and Online Chat; Shared Virtual Whiteboards; Online Class Bulletin Board; Streaming Video Lectures. This requirement does not necessitate University res idency requirement or program application process for students. Student enrollments will be managed by the requiring activity. Interested firms able to meet these requirements are invited to submit response within 5 working days after appearance of this notice but only in writing with clear and convincing documentation to SFCA-EC-S, Unit 29931, APO AE 09266-9331, addressed to the attention of Ms Kline, or by email to rachel.kline@us.army.mil. Responses must include at a minimum how the contractor proposes to meet the requirements set forth herein. Written response must technical information sufficient to enable the Government to de termine if a vendor can meet the Government's needs. No contract award will be made on the basis of offers/proposals received in response to this notice. If no affirmative responses are received clearly demonstrating a vendor's ability to meet the Government's need within 5 working days after publication of this notice a sole source purchase order shall be issued to Villanova University. All contractors who provide goods and services to the Department of Defense (DOD) must be registered in the Central Contractor Register (CCR) in order to be awarded DOD contr acts.
