Description
The Army Contracting Agency, Southern Region Contracting Center at Ft McPherson, GA intends to procure a sole source basis with Promodel Corporation, 556 East technology Ave., Orem, Utah 84058. The NAICs code for this requirement is 541511 and the business size is $21,000,000. The services to be purchased will be for technical modeling services to Promodel software ultimately for a simulation model in support of operationalizing the ARFORGEN (Army Force General) tool. The proposed action is for ser vices which the Government intends to solicit and procure with only one source under the authority of FAR 13.106-1(b). The services will include but not be limited to the following. Capture the technical specification which will capture the technical d etails of the model flow, user interface, business rule handling and key output metrics supporting the operationalization of the ARFORGEN concept. Refinement of the excel Graphic User Interface to accommodate numerous missions, resources and equipment. R efinement of standard model output reports to address the multiple users of the tool with the FORSCOM key metrics as the priority. Develop the requirements and architecture to move from Excel based front and back end to a pure data base model architecture (OLAP, Access or Oracle) and implement in the deliverable. Technical support during the World Wide Training & Sourcing Conference tentatively scheduled for September 2005. The deliverable is an operational ARFORGEN model capable of producing viable cour ses of action and optimizing at UIC level for training and sourcing only in support of the World Wide Training & Sourcing Conference. The reason justifying this sole source procurement is that the Government believes that only one responsible source can provide all the services that will satisfy the above requirements. Any firm that believes it can furnish the services described above is encouraged to give written notification to the Contracting Officer. Supporting evidence must be furnished, in suffic ient detail to demonstrate the ability to comply with the above requirements. No multiple awards will be made. All responses received within two (2) days of the date of this publication (by 3:30, Wednesday, July 27, 2005) for this synopsis will be consi dered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely with the discretion of the Government. Information received will be considered solely for the purpose of determinin g whether to conduct a competitive procurement. All interested partied shall e-mail Phillip M.
