Description
The U.S. Army TACOM-Picatinny, Picatinny, N.J. intends to issue a limited competition RFP W15QKN-05-R-0122 for the System Development and Demonstration (SD&D) Phase and Low Rate Initial Production (LRIP) Options of the Intelligent Munitions System (IMS). IMS is being developed as an evolutionary acquisition in an incremental approach. The Increment 1 system, of which the SD&D phase applies, is being developed to support the U.S. Landmine Policy to field a replacement capability for the existing family of non-self-destructing landmines. The Increment 1 system will support the Future Combat System (FCS) Spiral-Out plan to field FCS technology earlier to the Current Force. IMS provides an unattended ground sensor???s link to lethal and non-lethal scalable effects components via integrated and robust command, control systems and is employed by multiple delivery means. An IMS is defined as a Dispenser Module (DM) and a Control Station (CS). A DM has both a stand alone capability, providing a minimum of a 35 meter-diameter obstacle, or employed in quantity, DMs serve as a building block for larger, integrated obstacles, controllable by a single CS. TACOM-Picatinny intends to limit competition under the authority of FAR 6.302-1(a)(2)(ii) to the two Technology Phase (TD) development contractors, Textron Systems Corp. and General Dynamics Advanced Information Systems. These contractors were selected as a result of Full and Open Competition (formal source selection) for the 28 month TD effort which is nearing completion. It is anticipated that the Government will issue a Cost- Plus-Incentive-Fee (CPIF) type contract for the 32 month SD&D phase with Firm Fixed Price Options. The Request for Proposal (RFP) will be available electronically for download at the following Internet address: http://procnet.pica.army.mil on or about fifteen (15) days from the date of this announcement.
