Description

This procurement is being issued as a Hubzone Set-Aside project for Shoot House and Urban Assault Course, Fort A. P. Hill, Bowling Green, Virginia. Estimated cost of construction is $1,000,000.00 to $5,000,000.00. The NAICS Code assigned is 236220 with a Size Standard of $28,500,000.00. Construction completion is 365 calendar days. Work consists of constructing a shoot house, an after action review building, 2 briefing sheds, an ammunition building, 2 field service latrines, a covered dining stru cture, 3 equipment/storage sheds, covered bleachers, an urban assault course consisting of 5 separate training stations to include an individual team trainer, a grenadier gunnery trainer, an offense defense building, an underground trainer and a breach fac ility with separate door, window, and wall stations. This procurement will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. All responsible Hubzone sou rces may submit a proposal, which shall be considered by the agency. It is imperative that all small disadvantaged businesses contact their cognizant Small Business Administration Office to obtain Small Disadvantaged Business Certification. Without SBA S DB certification, a prime contractor nor a federal agency can receive SDB credit when utilizing non-certified SDB contractors/subcontractors. THIS SOLICITATION WILL BE PROVIDED IN AN ELECTRONIC FORMAT, FREE OF CHARGE, TO ALL REGISTERED PLAN HOLDERS. THE MEDIA THROUGH WHICH THE GOVERNMENT CHOOSES TO ISSUE THIS SOLICITATION WILL BE ON THE WEB SITE; THIS SOLICITATION WILL NOT BE ISSUED IN PAPER. Contractors may view and/or download solicitation information from the wesbsite at https://ebs.nab.usace.army.mil . Questions concerning this project can be emailed to denise.r.mellinger@nab02.usace.army.mil. All contractors must go to this website to register as a planholder. In order to register, each contractor must have a valid Dun & Bradstreet Number and Cag e Code Number assigned for the specific location being registered and also be registered in the Central Contractor Database. Each contractor need only register once for each solicitation. Registered planholders will be provided the solicitation. In orde r to reduce the possibility of error and to increase the quality of our service to you, all deliveries, packages, etc. must include the name of the particular Contract Specialist for the particular project. All deliveries, packages, etc. of more than one box or container must be bound together by tape or other means. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal co ntract. For information regarding CCR registration, the CCR website can be accessed at http://www.ccr.gov. Other information regarding registration can be obtained through CCR Assistance Center (CCRAC) at 1-888-227-2423. The solicitation is scheduled to be issued on or about 8 August 2005 with proposals due on or about 7 September 2005.
