Description

The Bureau of Reclamation, Mid-Pacific Region intends to issue an Invitation for Bid for a firm-fixed price construction contract for Well development. The principal components of the work to be performed under the specifications include the following: Extension of water line: Extend 2-inch water line from its connection at the existing 4-inch water main to the disinfection building located at the sewage treatment plant lagoons. Installation of well pumps and associated control system: Supply and install two submersible well pumps and associated control system to provide water to the existing water treatment plant and 50,000 gallon storage tank. Installation of water conveyance system from wells to the water treatment plant: Furnish and install 6-inch water line and air release valves. Connect the installed line to an existing backwash supply line located in the water treatment plant. Supply and install a flow meter and remote display. Construct fencing and gate around each well site. Concrete: Furnish and install precast concrete manhole. Construct cast-in-place thrust blocks. Metalwork: Furnish and install electrical equipment support backboards. Equipment: Furnish and install well pumps. Mechanical: Furnish and install air release valves, check valves, quick disconnect valves, pressure reducing valves and associated valve boxes. Electrical: Furnish and install electrical service, circuit breakers, and controls to newly installed electrical and mechanical equipment. The applicable North American Industry Classification System (NAICS) Code is 237990 and the related small business size standard in dollars is $28.5. The estimated cost of this project is between $250,000.00 and $500,000.00. IAW FAR 19.1305 "HUBZone set-aside procedures" this requirement is restricted to HUBZone small business concerns. Solicitation 05SI201058 will be posted at http://ideasec.nbc.gov on or about August 10, 2005. The estimated date for receipt of bids is September 9, 2005. This requirement will require 100% performance and payment bonds. Details concerning the site visit and how to register will be located in Section L of the solicitation. The solicitation and specifications must be downloaded at http://ideasec.nbc.gov. No paper copy of this solicitation will be distributed with the exception of the drawings. You must register on the Bidder's Mailing List to receive the drawings. To register: click on the solicitation number and then select the "Vendor Interest" tab taking the following steps: 1) click on the Vendor Interest Tab; 2) enter DUNS number; and 3) enter Password or Tax Identification Number. Also, Central Contractor Registration (CCR) as required by FAR 4.1102 applies to this requirement. In addition, FAR 4.1200 Annual Representations and Certifications, Online Representations and Certifications Application (ORCA) apply to this requirement. Prospective contractors must be registered prior to award. Lack of registration in the CCR and ORCA database will make an offeror ineligible for award.
