Description
This announcement constitutes a Sources Sought Synopsis. The following information is provided to assist the Naval Air Systems Command in conducting a Market Survey of industry to determine potential interested sources that have the skill, experience, qualifications, and knowledge required to successfully provide the next generation FMU-139 fuze, associated hardware, engineering and production support services. Based on a review of industry responses to this Sources Sought Synopsis, the Government will determine the appropriate acquisition strategy. The next generation FMU-139 Electronic Bomb Fuze shall have an integral Serial Data Interface (SDI) and provides safing, in-flight cockpit setting capability, with multiple arming and multiple function delay selections and moderate hard target penetration capability. The fuze shall contain an in-line explosive train. Once a valid launch has occurred, the fuze will arm and function as programmed by the SDI. If the SDI is not used, the fuze provides arm times and function delay times selected either by the pulsed power/Fuze Function Control Set (FFCS), or with continuous power/turbine power, by ground selection. The fuze can be initiated by either an external proximity sensor or impact. A closure ring will secure the fuze in the fuze well of the warhead. Prior to operational use the fuze may be stored, transported worldwide, installed in a weapon, loaded on an aircraft, and/or flown during captive carriage without release. The FMU-139 fuze should be backward compatible with all tail fuzed General Purpose (GP) weapons authorized to use an FMU-139. Draft versions of the Statement of Objectives (SOO) and performance specification for the FMU-139 will be posted to the NAVAIR home page for reference and information. These documents can be located at the following site: http://www.navair.navy.mil It is requested that interested businesses submit to the office a brief capabilities statement package (no more than 10 pages in length, single-spaced, 12 point font minimum) demonstrating their ability to satisfy the above stated requirement. This documentation shall address at a minimum, the following: (1) Prior/current corporate experience demonstrating understanding, through similar experience, of fuzes and/or fuzing systems; (2) statement of prior/current experience that includes design verification, first article and qualification testing; (3) statement of prior/current experience with performing engineering analysis in support of flight clearance certification work such as: structural analysis, structural verification testing, reliability testing, environmental testing, EMI/EMV testing, safety testing and flight testing; (4) experience with systems integration, manufacturing and delivering hardware; (5) company profile to include number of employees, Cage code, DUNS number, NAICS code and a statement regarding current small business status; (6) resources available such as, corporate management, facilities and manning to be assigned to this effort; (7) statement on whether your interest in this sources sought is to be the prime contractor or if you are seeking subcontracting possibilities; (8) interest in participating in a Government hosted Industry Day. If adequate interest exists, an Industry Day, will be scheduled and conducted in two segments. The first segment shall be an open forum for all interested parties to discuss technical requirements as an entire group. The second segment, if adequate interest exists, shall be a closed forum between the Government and a potential source, one-on-one, to discuss technical requirements that are specific to a company?s proprietary data. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. This notice is a market research tool being used to determine the availability and adequacy of potential business sources prior to determining the method of acquisition and issuance of a Request for Proposal including the use of any appropriate small business programs. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. In addition, if an Industry Day is held, the Government is not liable for any costs incurred as a result of attendance. This synopsis is for informational and planning purposes only and does not constitute a solicitation for bid or proposals, and is not to be construed as a commitment by the Government. The information provided herein is subject to change and in no way binds the Government to solicit for or award a competitive contract. Unless otherwise stated herein, no additional written information is available, and no formal Request for Proposal (RFP) or other solicitation regarding this announcement is currently available.
