Description

The Naval Air Systems Command at Patuxent River, MD, intends to negotiate and award a time and materials order to procure a series of Multi-Degree-of-Freedom Lumped-Parameter Mathematical Models of a CH-46E Mixbox Gear System. Phase one of the effort includes review of all available existing H-46 Mixbox vibration data and representative Mixbox hardware, prior to the development of the models. Once developed, the models will be validated using vibration model predictions with previously obtained aircraft vibration data. During phase two of the effort, there will be an interactive effort to model physical changes to the H-46 Mixbox Gear System in order to assess impact and ensure other components of the transmission are not negatively impacted. The proposed order will be procured under an existing Basic Ordering Agreement (BOA), N00019-05-G-0012, and will be awarded on a sole source basis to the Boeing Company, Boeing Helicopters, Ridley Park, PA. The authority permitting other than full and open competition is Title 10, U.S. Code, Section 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Boeing is the sole designer, developer, and original equipment manufacturer (OEM) of the H-46 helicopter and retains exclusive proprietary rights to all technical data necessary to perform these efforts.
