- THIS IS A REQUEST FOR INFORMATION ONLY. THERE IS NO SOLLICITATION PACKAGE AVAILABLE. This Request for Information (RFI) is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. The Government WILL NOT PAY for any information received in response to this request for information nor will the Government compensate the respondent for any cost incurred in developing the information for the Government. Any request for copies of solicitations will not be addressed since this is a request for information, not a request for proposal. It is requested that information in response to this RFI be submitted NO LATER THAN August 25, 2005 to Ms. Alice Tornquist, Naval Air Warfare Center Aircraft Division, Code 25221B562-3, Highway 547, Lakehurst NJ 08733 or by email at alice.tornquist@navy.mil. Not responding to this RFI does not preclude participation in any future RFP. Any comments provided may or may not be included in a formal solicitation. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Respondents may provide information on any currently available product that meets the Navy?s requirements. Respondents may also provide information on any successful product nearing the end of its Small Business Innovative Research (SBIR) Phase II development effort or items in Phase III that meet the Navy?s requirements. SBIR items must clearly state their current status. NAVAIR Lakehurst is requesting information pertaining to the availability of Commercial-Off-The-Shelf (COTS) reliable devices to build a Navy hydrogen fueled technology demonstrator Aviation Support Vehicle (ASV). This ASV will provide both towing and Mobile Electric Power (MEP) capabilities. All devices must correctly function in a hostile environment (+150 degrees F to ?50 degrees F @ 100% humidity in both salt spray and blowing sand as well as +/- 15 degrees of pitch and roll). NAVAIR Lakehurst is requesting information pertaining to hydrogen fuel cells, hydrogen storage tanks (both gaseous and liquid), and accessories (required to integrate, service, and control the fuel cells and storage tanks). The primary fuel cell must provide at least 90kva of continuous power for a minimum of 14 hours. The operating time required is normal usage for two shifts doing continuous aircraft troubleshooting and is in no way related to the vehicle?s on-board fuel capacity. To facilitate the use of commercial grade hydrogen, information is requested for inline purifiers to provide the fuel cell with laboratory grade (or better) hydrogen of the correct properties for use by the fuel cell. These devices may be of any design consistent with the limited space available in any mobile USN vehicle (the ASV demonstrator). Use of an instant start type fuel cell to act as a battery in the vehicle is planned and information is requested on these devices. The use of this device will allow systems check at key turn and time for the main stack to come on line at full potential. Those responding to this RFI are requested to provide available fuel consumption figures/charts, reliability (Mean-Time-Between-Failure), maintainability data, and electrical output specifics (max continuous amperage available, etc) for their units, if available. Respondents are also requested to provide commercial pamphlets, operating and maintenance manuals or any other documentation that would describe a unit that meets the above requirements. Respondents may provide Rough Order of Magnitude (ROM) pricing for all items vetted with pricing valid FY 2005 through 2007, inclusive. Pricing will be used for planning purposes.
