- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to enter into negotiations on a non-competitive basis with Lockheed Martin Simulation, Training and Support (LMSTS), Orlando, FL for maintenance services, training, and AVCAL support for government owned Consolidated Automated Support System (CASS) testers/stations. The Government intends to add these requirements by modifying the CASS Consolidated Service Program (CSP) Basic Agreement, N68335-00-H-0103. LMSTS will provide Computer Based Training (CBT) technical advisory support for the CASS Journeyman courseware. As CASS subject matter experts LMSTS will assist PMA-205 in defining requirements and evaluating the CBT courseware that will have been developed by a third party company. LMSTS will also provide CASS technical training support to NATEC. As subject matter experts, LMSTS will provide specialized CASS training that will include, but not limited to, the following; Basic System Operation/Troubleshooting, Run Time Test Executive (TE) Diagnostics, TE Debugging Techniques, and DICONS Operation. Furthermore, maintenance coverage for the Video Pattern Generator (VPG), P/N 2055AS807-02, and Unit Load Ancillary Set (ULAS), P/N 2056AS631-02 shall be added to the maintenance services that are included within the CSP Basic Agreement. Lastly, LMSTS will also be required to manage the government owned AVCAL assets of the Fleet as well as acquire replacement assets as it becomes necessary. The period of performance for each task will vary, however they will not exceed the Basic Agreement time frame. The government intends to procure these services under the authority of 10 USC 2304(c)(1), FAR 6.302-1. As the original equipment manufacturer LMSTS is the only contractor with the necessary technical, engineering, and logistics expertise to perform these tasks. All responsible sources are encouraged to submit a proposal, which may be used by the government in determining whether or not to conduct a competitive procurement. Responses should reference N68335-00-H-0103 CSP V DELTA. A determination by the government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the government. The Navy anticipates the awards to be firm fixed price contracts. No solicitations will be available for this procurement.
