Description
The Naval Air Warfare Center Aircraft Division (NAWCAD) Patuxent River intends to issue a sole source contract to Spirent Federal Systems Inc., 22345 La Palma Ave., Suite 105, Yorba Linda, CA 92887 for a Global Positioning System (GPS)/Inertial Navigations System (INS) simulator test set for testing of the Replacement Inertial Navigation Unit ? GPS (RINU-G). This purchase is necessary to support qualification testing of RINU-Gs beginning in FY-06 under the P-3C Communications Navigation Surveillance/Air Traffic Management (CNS/ATM) program. The services and supplies to be ordered will include the following: GPS Simulator with 12 channels of L1 & 12 channels of L2 (including chassis, PC and SimGEN software), Pseudo M Code capability, classified GPS JPO approved Y code package, Inertial test interface for the LN100G and on site training. Spirent Federal Systems Inc is the sole designer, developer, and manufacturer of a GPS/INS test set with GPS JPO approved classified hardware and software (Y-code AOC chips) with the ability to change GPS/INS parameters while running the program. In order to perform the required qualification tests for the RINU-G a test set that enables the operator to change parameters without recompiling and using certified Y-code equipment is required. Firms that believe they have the capabilities to provide the aforementioned services must submit a full capabilities statement with their proposal demonstrating their ability to perform the required services on the specific aircraft including description of facilities, equipment, management, personnel and previous experience. The Navy does not own, nor can it provide drawings or specifications for these items. Firms expressing interest must show in their capabilities statement how access to data would be accomplished. See Note 22.
