Description
NAVAIR Orlando, TSD intends to contract on a sole-source basis with RDR, Inc in support of the Multi-purpose Supporting Arms Trainer (MSAT) Phase II development effort. The immediate requirement is to develop MSAT software components (Observer Interface, CIGI Interface, HLA Interface, Munition Manager, Trajectory Manger, Air Asset Manger, Aural Cues Manager), complete component integration, develop and conduct system testing, develop Software Version Description documentation and support Phase II installation in accordance with the technical approach developed with the Analysis of Alternatives and MSAT Phase I/II system design. These components will used to support a large field of view, open architecture, procedural call for fire (artillery, mortar and naval gunfire assets) and Close Air Support (fixed and rotary-wing) training capability. Contractor personnel performing the work specified under this contract shall require the following knowledge and experience: MSAT System Design, Forward Observer Training System (FOTS) Software baseline ECP6 development environment, USMC In-direct Call For Fire Procedures (Artillery, Mortar & Naval Gunfire), Knowledge of Close Air Support 9 Line, Component Integration understanding of, Joint Semi-Automated Forces (JSAF), Deployed Virtual Training Environment (DVTE) Flight Component, MSAT IOS, Mak Technologies Stealth XR, Navy Continuous Training Environment Interoperability Requirements, HLA run-time software environments and HLA interface standards RDR Inc?s participation in MSAT Phase I Integrated Project Team Analysis, System Design and development coupled with previous RDR?s experience on Forward Observer Training System development that required expertise in developing Asset, Trajectory and Munition Managers makes this a logical follow-on effort for RDR. Through previous 8(a) GSA FAST awards N61339-02-F-0230 and N61339-04-F-0308 RDR, Inc has acquired these skill sets over a three-year period of existing system modification to the Forward Observer Training System and over the last year has been an integral team member of the MSAT IPT. RDR designed and developed an HLA compliant architecture to allow interoperability, implemented a true 3-D trajectory to provide realistic ballistic fly-out modeling and munition range limitations, developed voice recognition and data parsing to provide an intelligent tutor, developed an automated Fire Direction Center response to provide USMC compliant Call For Fire procedures, assisted in the design of the MSAT architecture, validated interface requirements for components listed in Para. 4. e., and participated in all SME data collection of CAS and CFF. Full & Open competition would require that any other vendor conduct lengthy analysis of presently developed technical approach and system design. Additionally, it would require review Phase I capability based on existing GOTS/COTS technology and would require significant SME understanding of Close Air Support and Supporting Arms functionality (Artillery, Mortar & Naval Gunfire). The Government believes this effort would require 3-6 months of analysis and review to adequately perform these services. This significant analysis and review would result in duplicated costs to the Government that would not be recovered. The contract?s period of performance will be eight (8) months. Sources that wish to express capabilities that contradict the above justification should submit such capabilities to the identified contact specialist no later than the closing date of this notice.
