- Description
- The Contractor shall provide any and all necessary facilities, equipment, computers, materials, documents, software and personnel to accomplish the objectives of this SOW. The Contractor shall provide data files generated or obtained under this SOW on disk (3.5-inch double sided, high-density or compact disk (CD)). The Contractor shall have documented analytical QA experience performing all the tasks required by this contract. The Contractor shall have documented experience with reviewing QA documents such as Laboratory QA Plans, Quality Assurance Program/Project Plans, Field Sampling Plans RI/FS Work Plans and RD/RA Documents for QA requirements. The Contractor shall have documented experience with and knowledge of the requirements of CERCLA/SARA/RCRA, and all other environmental laws and regulations that impact or overlap with Navy environmental data collection and processing. The Contractor shall have documented experience performing analytical laboratory assessments including PT sample data review and CLP package review and validation. The Contractor shall have knowledge of and experience with all automated analytical instruments (including hyphenated instruments), equipment, procedures, and automated laboratory data management systems and LIMS which are currently used for Procedural-Based Methods in current EPA and other regulations and guidance. The Contractor shall have documented knowledge and experience with Performance-Based Methods including extraction and analytical requirements as well as QA/QC requirements and documentation for performance-based data to be defensible. The Contractor shall have documented experience with special and unusual analytical requirements such as ordnance, dioxins/furans, radiology, geotechnical, biota, asbestos, air monitoring, etc and experience assessing laboratories with unique/proprietary analytical instrument designs or setups. The Contractor shall be able to provide consultation to the Navy on QA/QC problems, special analytical requirements, analytical trouble-shooting, QA program development and refinement, data validation (especially for litigation) and other unique analytical needs. The Contractor shall have experience managing QA projects and programs and in managing a government contract.
