Description
This procurement is restricted to HUBZone and Service-Disabled Veteran-Owned Small Business Concerns. All Offerors being evaluated will be considered equal. No preferences will be given. This procurement consists of one solicitation with the intent to award three or more Indefinite Delivery Indefinite Quantity (IDIQ) Construction Contracts to the responsible proposers whose proposals, conforming to the Request for Proposal (RFP), will be most advantageous to the Government resulting in the Best Value, cost or price and other factors considered. AWARD MAY BE MADE TO A FIRM OTHER THAN THAT SUBMITTING THE LOWEST PRICE. OFFERORS ARE ADVISED AWARD MAY BE MADE WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED. THEREFORE OFFERORS INITIAL PROPOSALS SHOULD CONTAIN THE OFFERORS BEST TERMS. This is an IDIQ contract with no pre-established fixed contract prices. The actual amount of work to be performed and the time of such performance will be determined by the Contracting Officer or his properly authorized representative, who will issue written task orders to the contractor. Award of task orders will be on a firm fixed price basis. The work to be acquired under this solicitation is for interior, exterior painting, coating, waterproofing, related minor structural repairs, and ancillary work at various locations within the NAVFAC Southwest area of responsibility, including but not limited to, Arizona and Southern California. However, it is anticipated that the majority of the work will be performed in Southern California. The work will be for various interior and exterior painting, coating, waterproofing related ancillary services and associated work at various locations within the NAVFAC Southwest area of responsibility. Type of work/projects may include, but is not limited to: possible repairs of substrates and structural framing members to support the finish materials receiving painting, coating, or waterproofing materials; interior and exterior surface preparation, painting, texturing, and coating of new unpainted and previously painted surfaces; repair and replacement of damaged surfaces, substrate and structures; laboratory testing for lead based paint and submission of report findings; removal, disposal and abatement of hazardous materials such as lead based paint and asbestos, laboratory testing for asbestos contents in materials disturbed by the work, submission of report findings; and asbestos materials removal, or abatement in materials disturbed by the work. The types and description of surfaces to be serviced include, but not limited to: concrete, stucco, wood, gypsum board, composite materials, and masonry, vertical and horizontal surfaces such as walls, ceiling, soffits, decks, stairs, parking areas, driveways, game lines; steel and metal structures such as columns, beams, joists, flag poles, light poles, fencing, security bars/screens, walls and ceiling panels; miscellaneous surfaces and items such as pipe, duct work, conduit, tanks and spheres, fire escapes, machinery and equipment; steel high heat such as heat exchanger, pipes, flues, stacks; galvanized and aluminum metal such as high contact, high traffic areas, doors, frames, railings, pipes, stacks, low contact, low traffic areas, overhead decking, eaves troughs, gutters, downspouts, ducts; dimension lumber such as columns, beams, exposed joints, underside of decking, floors, siding, and fencing; dressed lumber doors such as door and window frames, moldings, casings, battens, smooth fascias; wood paneling such as plywood siding, fascias, soffits, partitions, panels, plywood, veneer, and millwork; siding such as shingle, shake siding, composite material siding; wood structures such as decks, floors (hardwood) landings, railing, and stairs/steps; striping such as street, parking lots and playing courts; plaster and gypsum, wallboard, drywall (sheet rock) such as smooth finish and sprayed textured ceiling; installation acoustic panels and tiles on ceiling and walls; repairs such as repair or replacement of damaged vertical and horizontal surfaces and substrates; caulking and sealing to include preparing, treating, cleaning, caulking, sealing and priming surface as required for acceptance of surface finish or material installation; lead paint abatement to include lead paint abatement, removal and disposal; sandblasting to include white and near white metal blast, commercial blast, and brush-off blast; steam cleaning to include steam cleaning of vertical surfaces and suspended horizontal surfaces (ceiling, soffit). The North American Industry Code Standard is 238320 and the annual size standard is $12 million. After award of the initial contracts, each awardee shall be provided a fair opportunity to be considered for each task order, except under those circumstances described in the contract. Should any of the IDIQ contractors be unable to competitively secure a task order to meet the minimum guarantee, award factors may be modified in order to ensure each participating contractor is awarded task orders. The basic contract period will be for 12 months. Each contract contains four (4) 12-month options for a total maximum duration of 60 months. The estimated maximum dollar value, including the base year and all options, for all contracts combined is $25,000,000. Task orders will range between $2,000 and $500,000. The only work authorized under this contract is work ordered by the government through issuance of a task order. The government makes no representation as to the number of task orders or actual amount of work to be ordered, however, during the term of the contract, a minimum of $25,000 is guaranteed to be ordered from each awardee under the performance period of the contract. Contractors are not guaranteed work in excess of the minimum guarantee. The Government intends to evaluate proposals and award contract(s) without discussions. Selection for award will be based on evaluation of the following: Factor 1 - Past Performance of Offeror; Factor 2 - Experience of Offeror; Factor 3 ? Technical Approach; and Factor 4 - Price (based on Proposed Task Order 0001). Source Selection procedures will be used and award may be made to the offeror whose proposal is the most advantageous and offers the best value to the government, price and other factors considered. Proposed Task Order (PTO) 0001 includes all labor, materials and equipment necessary for painting the exterior of buildings 550, 551, 552, 553, 554, and 555 at the FLEET ANTISUBMARINE WARFARE TRAINING CENTER, SAN DIEGO, CA. The Scope of work shows the general requirements for the painting of all exterior surfaces such as but not limited to outside face of exterior walls, outside face of exterior doors, windows, louvers, roof fascia boards, exposed roof flashings, roof curbs, roof mounted equipments and equipment screens, stair railings. The work shall include all surface cleaning, surface preparation, and incidental related work. This PTO is representative of the projects that may be procured through this contract. The estimated price range for Task Order 0001 is between $250,000 and $500,000. The Government reserves the right to award a single contract for the performance of the Proposed Task Order identified in the RFP ("Proposed Task Order 0001") only. The Government reserves the right not to award the Proposed Task Order 0001. A Site Visit is scheduled for Tuesday, 16 AUG 2005 at 9:00 a.m. The site visit will be held at Bldg 550 at the Fleet Anti-Submarine Training Center, San Diego, California.
