- On behalf of the African Development Foundation (ADF), an agency of the United States Government, the Bureau of the Public Debt is issuing a combined synopsis/solicitation for a personal services contract for a Performance Management Specialist. The Performance Management Specialist shall 1) improve the quality of ADF?s partner development support, country program and project development, project implementation support; and 2) improve ADF?s internal processes to measure organization performance, provide quality customer service and accurate, timely information to its internal and external customers. The ADF is an independent corporation of the United States Government. Its mandate is to foster community-based development in Africa. ADF programs focus on: 1) assisting indigenous small and medium-sized businesses (SMEs) to engage in profitable and sustainable local, regional and international trade, 2) responding to the priority needs of grassroots communities and marginalized groups, and 3) documenting, promoting and disseminating best practices related to enterprise development and community based participatory development. ADF currently provides community reinvestment grants and conventional grants to indigenously owned businesses and non-governmental organizations in fifteen African countries. ADF is currently recasting its five-year strategy to develop new programming emphases that are more responsive to priority needs and opportunities of African small and medium-sized enterprises and grassroots communities. In addition, ADF is in the midst of a comprehensive business process analysis and a realignment of its organizational structure and business model to improve its operating efficiency. These efforts will culminate in the development and implementation of a Balanced Scorecard or similar comprehensive performance measurement strategy and strategic management system. The contractor will reports directly to ADF?s President and will provide products, management support and professional advice related to: 1) implementation of the new strategic plan of the agency, 2) translating ADF?s strategic goals and objectives into departmental and individual performance plans for targeting, measuring and achieving high impact results, 3) instituting a strategic management system and comprehensive performance measurement strategy incorporating all ADF operating units in Washington and overseas, 4) ensuring efficient and cost?effective integration of divisional operations, and 5) developing and nurturing a dynamic organizational culture that embraces growth, accountability for results, operational efficiency, new ways of thinking, transparency and integrity. During FY05, ADF has begun work on several strategic tasks, including the identification of draft performance measures and performance management processes, organizationally linked programmatic goals and measures. These efforts are part of a process to create an ADF-wide ?results structure? that can be submitted with the FY07 OMB and Congressional budget presentations and used to describe and distinguish the value and successes of ADF?s mission, programs and activities. The culmination of these efforts will be the development and implementation of a Balanced Scorecard (BSC) performance management structure. ADF recognizes that performance management is a long-term effort that will require further development and continued communications throughout ADF to ensure that new practices are adopted and consistently applied in the long term. All activities during FY05---will focus on organizational transformation and foundational performance management efforts launched in FY2005. 1. Providing training and communication to support the initiation of a results-based performance culture, focused on the development of more compelling, complete and consistent program presentations; 2. Refining ADF organization wide performance goals, measures and priorities to support ADF?s ability to develop and implement world-class programs and projects; 3. Implementing bench mark performance metrics across all ADF operating entities to increase program accountability and effectiveness at all levels of ADF?s operational and program activities; 2. Assisting ADF in the development and implementation of improved processes to improve the quality, quantity and timeliness of ADF programming processes and products; and 3. Assisting ADF in identifying best measures for reducing high cost, high workload and duplicative management activities within ADF/W and across ADF?s field country operations. The Specialist shall work at the corporate offices in Washington, DC and travel to ADF offices in Africa or any other designated areas as necessary for the successful completion of the Statement of Work (SOW). Local travel performed, including to and from the National Capitol Region (NCR), is considered the cost of doing business. As required and agreed upon by the government, the Specialist shall travel to ADF offices in Africa or any other designated areas as necessary for the successful completion of this SOW. The period of performance is base period of one year with three (3) one year option periods. The Government intends to begin work at contract award. ADF seeks to: 1. Improve program development and implementation and management support activities across the entire agency. In addition to fundamental changes now underway in the structure, policies and processes across ADF, this requires the development and implementation of consistent, comprehensive measures of program quality and efficiency and management performance. The objective is to develop these measures in cooperation with ADF division directors, country representatives and country partners, to implement them so that they are effectively collected and used, and to assist in the analysis of measures to identify opportunities for further process improvement; 2. Improve the quality of its Congressional and OMB budget submissions and supporting documentation. The foundation for significant change has been put into place through the analysis and support done to date. Continued work will be needed to develop ADF?s capacity to consistently develop compelling budget submissions and business cases for specific programs and systems. The objective is the implementation and continuing use of clear, effective processes at the corporate, division and country level that result in ADF programs receiving positive support from funding authorities; and 3. Continue to improve its internal processes to provide quality customer service and accurate, timely information to its external and internal customers. Relative to its external customers, ADF seeks assistance in refining its strategic programs and management processes to ensure they are: a) consistent with USG priorities, b) responsive to the development needs and opportunities of SMEs and grassroots communities in Africa, c) complementary with priorities of Host governments and ADF?s strategic partners, and d) approximating or exceeding best practices and benchmark standards of those considered as ?best of class?. Relative to ADF?s internal customers, seeks assistance to assure that corporate, division and country level management processes and performance goals and objectives are clear and directed at accomplishing key strategic objectives; and that employees are clear about their contribution to the accomplishment of the mission. The specialist shall be required to perform the following tasks related to strategic performance management and measurement: 1. Develop organizationally linked programmatic goals and measures for all new ADF entities; 2. Determine success factors tied to goals stated on existing ADF Strategic Framework; 3. Assess and define desired transformation of ADF performance management and measurement capabilities across the organization; 4. Assess and define ADF organizational capacities at all levels to successfully support and implement ADF?s desired organizational transformation; 5. Work with ADF/Washington (ADF/W) leadership and country representatives and partners to establish ADF Balance Scorecard structures and activities; 6. Work with ADF staff to integrate ADF Balance Scorecard activities into day-to-day operations; 7. Review and evaluate ADF Balance Scorecard Measures of Effectiveness (MOEs) for suitability in making management decisions; 8. Support ADF in measuring success of ADF/W, ADF country teams and ADF programs; 9. Provide professional communications support to assist ADF internal and external messaging. Develop supporting communications materials and vehicles for communicating new messages; and 10. Provide related targeted high-level materials development to support presentations and meetings. The Specialist shall conduct interviews, briefings and workshops with ADF personnel to perform the tasks described in this SOW. The Specialist shall obtain the ADF President?s concurrence on the identity of interviews, briefings and workshops. During the execution of this SOW, the Specialist shall conduct or participate in planning and training meeting once a quarter or as requested by ADF?s President, involving key ADF/W and field personnel. The Specialist shall prepare bi-weekly planning and status reports and other periodic status reports as requested by the ADF President. The Specialist shall be responsible for notifying the ADF President regarding any problems or potential problems that arise which will impact delivery timeframes or timely work completion. The Specialist shall produce all briefing and training materials. The Specialist shall provide the following deliverables within calendar days after award: a) Planning and Status Meetings to include status report biweekly, starting 2 weeks after award date; b) Project Milestones Plan within 2 weeks of award date; c) ADF Balance Scorecard structure and success factors and prioritized activities within first quarter of award date; d) Documentation of desired transformation and transformation skills and capacities within first quarter of award date; e) Change Management Strategy & Implementation Plan within first quarter of award date; f) ADF Scorecard Measures of Effectiveness recommendations within second quarter of award date; g) Performance Management Budget narrative exhibit and submission recommendations ongoing as needed; h) Performance Management education workshops and interactive support to ADF/W and field teams ongoing as needed; and i) Communications materials, presentations and briefings on going as needed. The provision at 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with their offer. 52.212-2, EVALUATION -- COMMERCIAL ITEMS (JAN 1999). PROPOSAL SUBMISSION: The Offeror assumes the full responsibility for ensuring that offers are received at the place as delineated herein and by August 9, 2005 by 2:00 p.m. EST. All offers shall be closed and sealed and shall be fully identified on the sealed envelope if delivered via third party carrier or hand delivered. The offeror assumes full responsibility for ensuring electronic materials and attachments are formatted in accordance with BPD Security Requirements. Microsoft Office compatible documents are acceptable. If the Offeror determines that other formats are necessary, it is the Offeror?s responsibility to verify with BPD that those formats are acceptable. The offeror is responsible for confirming receipt of the proposal by calling Bernadette Kern at 304-480-7003. 1. The Offeror shall submit a firm-fixed price proposal. The price shall be in U.S. dollars. The Offeror shall provide a fixed monthly price including salary, and inclusive of benefits and legal obligations. The offer shall include a price for the base period and all option years. The Offeror will earn 8 hours of sick leave and 8 hours of vacation leave monthly. The Consultant is entitled to all paid U.S. Federal holidays Vacation time shall be taken during the period under the contract based upon approval of the ADF?s Office of the President. No additional funding is provided for vacation or sick leave or paid holidays. Unused vacation or sick leave or holiday leave will not be carried over from the base year or option years to the subsequent option years of the contract. The Specialist will not be paid for unused vacation or sick leave or holiday at the conclusion of the base or option periods of the contract. Primary Place of Performance for the scope of work is at ADF?s corporate offices in Washington, D.C. The Government will furnish office space, workspace and computer equipment for Offeror carrying out activities under this SOW, attending meetings or conducting workshops at ADF sites. Local travel is considered the cost of doing business and will not be reimbursed as a directed charge on the contract. The ADF President or his designee must pre-approve all travel, except local NCR travel, subsistence and associated expenses. As required and agreed upon by the government, the contractor shall travel to ADF offices in Africa or any other designated areas as necessary for the successful completion of this SOW. All travel will be reimbursed in accordance with ADF?s travel regulations and costs for official business travel should not be included in the price proposal. 2. A statement from the Offeror is required that shows the individual does have medical/health insurance that would continue to cover him/her in the Consultant?s position. Upon request, the successful Offeror shall submit proof of heath insurance prior to the award of the contract. Minimum Qualification Requirements: 3. The Offeror shall provide information, which supports that the Offeror meets the following minimum requirements: (Management experience is defined, as the Offeror shall have experience directing a program or business organization. The responsibilities would include, but not limited to managing the daily operations, business processes and budget, supervising staff as a director or as a senior manager that reports directly to the top executive.) a. Senior level leadership and management experience ? At least 7 years senior level leadership and management experience with a major corporation, association, not-for profit organization, international donor, or the U.S. government. At least 3 years of this experience must involve direct management and leadership responsibilities for strategic organizational management and organizational performance measurement utilizing the Balanced Scorecard or similar strategic management system. At least 1 year of this experience must be equivalent to complexity and responsibility at the GS-15 level in the Federal service; b. Education Level - A minimum of a Master?s degree in Economics, Business Administration, Public Administration International Development, International Relations, Agriculture, Finance or related degree is preferred; however, other Master?s degrees will also be considered; and c. Africa Field Experience ? At least three years on the ground hands-on management and leadership experience in Africa with a training and/or, community development and/or, small enterprise and/or medium enterprise organization. Qualitative Evaluation Criteria: 4. The offeror shall address the following technical evaluation factors. The Offeror shall cite the positions(s) held, the entity(ies) where the position was held, the dates held, and description of the duties where the experience or knowledge was gained. a) Senior Level Leadership and Management Experience: At least 7 years senior level leadership and management experience with a major corporation, association, not-for profit organization, international donor, or the U.S. government. b) Organizational Performance Management and Measurement: At least 3 years experience of direct management and leadership responsibilities for strategic organizational management and organizational performance measurement utilizing the Balanced Scorecard or similar strategic management system in a complex business, government or non-profit organization. c) Africa Field Experience: At least three years on the ground hands-on management and leadership experience in Africa with a training and/or, community development and/or, small enterprise and/or medium enterprise organization. d) Operations Management: Successful senior-level operations management experience with fiscal and operational responsibilities and significant accomplishments in setting and achieving performance goals and targets for multiple business units or major programs in a national or international organization known for quality and excellence. e) Small to Medium-sized Enterprise Development Experience: Demonstrated hands-on experience and responsibilities for developing and/or, managing and/or providing consulting support to small and/or medium sized enterprises in Africa, and/or in similar developing country environments, and/or in the United States. f) Leading and Managing Organizational Change: Demonstrated ability to: 1) develop and implement organizational change which defines and integrates key national interests, new agency and program goals, priorities, values, and other factors; 2) re-position a business or major program to achieve a competitive advantage in its marketplace; 3) balance change and continuity; 4) generate improved customer service and program performance; and, 5) to maintain focus, intensity, and persistence, even under adversity. g) Leading People: Demonstrated ability to: 1) Ability to effectively recruit, develop, retain and manage a geographically dispersed multi-cultural professional staff while achieving efficient utilization of resources and maintaining a positive work environment; 2) design and implement strategies, which maximize employee potential and foster high ethical standards in meeting the organization's vision, mission and goals; 3) develop and use measures and rewards to inspire, motivate and hold self and others accountable for achieving high impact results; and 4)identify and prevent potential conflict situations and to manage and resolve conflicts and disagreements in a positive and constructive manner. ADDENDUM 52.212-2 EVALUATION?COMMERCIAL ITEMS The following factors shall be used to evaluate offers: Evaluation Process- 3 Separate Phases: Phase 1) Offerors will be evaluated to determine that the Offeror meets the Minimum Qualification Requirements outlined above. Phase 2) Offerors that meets all the Minimum Requirements will be evaluated on the Qualitative Evaluation Criteria factors outlined above. Phase 3) Interview of top Offerors: Based on Initial Screening and Phase 2 evaluation scoring, the top offerors will be contacted for interviews and reference requested. The Offerors will be evaluated based on written and verbal communication skills in English, and their working experience as it relates to the SOW, ability to relate well to ADF constituency groups, ability to work with ADF Senior Staff and African Development Officials and experience in providing top quality professional and timely delivery of business development products. The Government will also evaluate the references that have been requested. Award shall be made based on the best overall value to the Government. The Contracting Officer (CO) will use the technical merits of each proposal and the price to determine the successful offeror(s).
