NAICS Codes: 334513 thru 334519 SOURCES SOUGHT - REQUEST FOR INFORMATION ONLY- This is not a solicitation announcement. No contract will be awarded from this announcement. Cincinnati Procurement Operations Division (CPOD) in EPA?s Office of Acquisition Management (OAM) is conducting preliminary market research for informational purposes only to determine if there are Service Disabled Veteran Owned Small Businesses (SDVOSBs) that can offer a large assortment of laboratory supplies and equipment for EPA laboratories located in Ada, OK, Athens, GA, Cincinnati, OH, Corvallis, OR, Duluth, MN, Edison, NJ, Grosse Ile, MI, Gulf Breeze, FL, Las Vegas, NV, Narragansett, RI, Newport, OR, and Research Triangle Park, NC. Based on the responses to this market research, the government will ascertain whether it will be in its best interest to establish BPAs with SDVOSBs to provide laboratory supplies and equipment. SDVOSBs capability statements must include information that supports its ability to provide the listed products (written agreements evidencing the SDVOSB as an authorized dealer/distributor). Also, please keep in mind that as a small business set-aside, SDVOSBs that propose to provide a product over $25,000 that it did not manufacture can only provide the product of a small business manufacturer. FAR 19.502-2 (c) states ?For small business set-asides other than for construction or services, any concern proposing to furnish a product that it did not itself manufacture must furnish the product of a small business manufacturer, unless the Small Business Administration (SBA) has granted a waiver or exception to the non-manufacturer rule...SBA has excepted procurements processed under simplified acquisitions procedures where the anticipated cost of the procurement will not exceed $25,000, from the manufacturer rule. The supplies and equipment listed in the capability statements will be used to determine if the EPA laboratories have a recurring need for the type of products being offered. No feedback will be provided to companies regarding its individual capability statement. No reimbursement will be made for any costs associated with providing information in response to this sources sought announcement. The capability statements should be sent via email to sugg.ruby@epa.gov. The due date for the capability statements is 3:00 PM on August 12, 2005. Questions must be submitted in writing to sugg.ruby@epa.gov.
