Description
NASA/GSFC has a requirement for Quarterly Preventative Maintenance(PM) for Multiplex ASE serial number 16343 and Multiplex HRM serial number 38143. PM for 3, 6, 9 and 12 month visits, with PM parts, labor and travel included. An additional total of ten (10) call out days for emergency service. Emergency service parts not included. NASA/GSFC intends to purchase the service from ST Systems USA, Inc of Redwood City, CA only.GSFC owns and operates two Inductively Coupled Plasma (ICP) etch systems that were manufactured by ST Systems. Inc. This manufacturer offers the only reliable source of maintenance support, as they hold the rights, patents and design drawings for these systems. The manufacturers service is the only reliable service available for the systems. The authority is 10 U.S.C. 2304(c)(1) Only one responsible source. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 12, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
