- Description
- NASA/KSC has a requirement for the development of a video analyzer for particle characterization. The contractor shall provide research consultation in dust characterization technologies in simulated Martian atmospheres for the development of the Science Mission Directorate NRA entitled ?Development of Dust Particle Analyzer.? The contractor shall perform simulations of charge-to-radius of dust particles on earth and on Mars simulated environments, and develop prototypes of charge-to-radius measurement system. The contractor shall submit the following deliverables: Mathcad simulation of the charge-to-radius simulation on terrestrial as well as Martian simulated conditions and; prototypes of charge-to-radius measurement system.The period of performance for this requirement shall be from the date of award through three (3) weeks. NASA/KSC intends to procure the required services on a sole-source basis from JSC Electrostatics Consulting, through the authority of Section 4202 of the Clinger-Cohen Act for actions IAW FAR 13.5 The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 29, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
