- I. Background Information: The Office of Inspector General (OIG) is a separate office within the U.S. Railroad Retirement Board (RRB) with its own servers, applications and client workstations, and a remote office in Philadelphia. The RRB has adopted Windows 2003 as the agency server standard. The OIG accesses the RRB resources through its connections to the RRB's V-LAN. The OIG network operating system is Windows 2000 and its clients are Windows 2000. The OIG?s intent is to upgrade its network infrastructure, operating system, and applications. As an option, the OIG requires an annual support agreement one (1) year for hardware and/or software upgraded as a result of any contract resulting for this solicitation. The work is to be performed at the OIG's headquarters facility in Chicago, IL during normal business hours (7:00 o'clock a.m. to 4:30 p.m.), with minimum disruption to the office. Unless otherwise agreed to by both parties, the completion of deliverables shall not exceed 30 business days after the start of the project. II. Price Schedule 001 The offeror shall provide a ?fully loaded? firm-fixed hourly rate to provide personnel who shall perform the required services. The offeror shall list each skill level(s) and the estimated number of hours proposed to perform the services required in Section III. OIG defines ?fully loaded rates? as the price inclusive of direct wage, fringe benefits, and all overheads, general and administrative (G &A) costs, profit and fees. The offeror may not add a separate line item to cover all travel and per diem costs for the offeror?s employees to perform the required services. 001 SKILL LEVEL(S) EST #HRS PRICE/HR RRB SITE PRICE/HR Offeror SITE TOTAL III. Statement Of Work A. The offeror shall review and verify that the OIG?s existing servers will support the Windows 2003 operating system. The offeror shall review and verify that the current OIG peripherals and software will run on the Windows 2003 platform and recommend any hardware, software or other variables needed to upgrade the servers to Windows 2003. B. The offeror shall identify any resources which they require the OIG to provide in order for the offeror to complete the requirements of this solicitation. The offeror shall provide a detailed listing of recommended hardware and software requirements including product description and quantities to support the requirements of this solicitation. The listing shall be provided to the OIG (5) five days after the completion of the offeror?s evaluation. The offeror?s findings shall be supplied to the OIG on CD in Microsoft Word or PDF format. C. All hardware or software recommended by the offeror and approved by the OIG under this statement of work will be considered a complete and final list of all items required to perform the tasks under this RFQ. The OIG will procure and furnish all hardware and software necessary for this contract. D. The offeror must give the OIG sufficient time to make arrangements with the RRB if access to the RRB?s resources is required to perform under this contract. E. The offeror shall: 1. Upgrade four (4)of its existing servers to Windows 2003 and: Install the current patches/build on all servers. Install and configure the antivirus software, network printers and resources on the servers. 2. Install on the designated server Norton Antivirus version 10.0 and: Install and configure the antivirus software for scanning workstations and filtering services on the Exchange 2003 server. Configure AntiVirus software to update virus definitions for its servers and clients. 3. On the new server: Install the current patches/build on the new server. Install and configure the audit management software on the server for client access. Configure the server for antivirus services. 4. Upgrade client workstations to Windows XP and: Install the current patches/build on all client workstations. Install and configure on all workstations: a) Antivirus software b) Microsoft Office 2003 c) Printers d) Access to network folders and files e) Access to OIG and RRB intranets f) Internet access g) Access to the RRB mainframe and other RRB resources. h) Access to audit management software for designated clients. 5. Upgrade Exchange Server to Exchange 2003. The current patches/builds shall be installed on the servers. Verify that the existing exchange resources are available and functioning as expected. 6. Increase memory on the Exchange Server from 2 GB to 4 GB. 7. Configure and upgrade all clients from Outlook 2002 to Outlook 2003. 8. Install and configure new tape backup device to backup: Network shares, files and folders. Exchange Server (database, mailboxes, individual folders, and information store) 9. Prepare documentation of all configuration files, loaded software, passwords and services. 10. Provide technical support during an agreed testing period, not to exceed 10 business days, to resolve any configuration or connectivity issues pertaining to this statement of work. F. The offeror shall: 1. Include timeline to complete each task and the resources to be devoted to each task. 2. Discuss the approach that will be used to upgrade the OIG?s servers operating systems to Windows 2003 and its clients operating system to Windows XP. 3. Discuss the approach that will be used to upgrade the OIG?s Exchange Server to Exchange 2003 and its clients to Exchange/Outlook 2003. 4. Discuss any hardware or software requirements that are needed to complete this project. 5. Include an acceptance test plan that will be used to determine that all tasks under this RFQ have been completed and will provide the OIG with the assurance that: a. The Windows 2003 operating system has been successfully installed on all servers and Windows XP has been installed on all client workstations. b. The Audit management software has been installed on and configured for client access on the new server. c. The Antivirus software version 10.0 has been installed on a designated server and is configured to perform filtering /virus update services on all servers and clients. d. All services/resources are functioning as expected. e. The Exchange Server has been upgraded from Exchange 2000 to Exchange Server 2003 and Clients have been upgraded to Outlook 2003. Exchange administrator tools have been installed on two (2) workstations. f. Microsoft Office 2003 Professional has been installed on all workstations. g. The memory on the Exchange server has been increased from 2 GB to 4 GB. h. The new external tape backup device has been installed and configured to backup: i. Network shares, files and folders. j. Exchange Server (database, mailboxes, individual folders, and information store). k. The offeror personnel shall provide the OIG with an optional support agreement plan that details the cost to maintain the OIG servers. The support agreement plan should detail the cost to upgrade software, install patches and maintain the hardware. The support agreement should indicate the monthly and the yearly cost for each item to be covered under the agreement. The support agreement should also include the cost associated with the following response times: 1. 7 days x 24 hours 2. Same day 4 hours response 3. Next business day l. The proposal must include what services or tasks are required of the OIG. m. The OIG?s Philadelphia office accesses the OIG?s and RRB?s resources through a frame relay connection. The Philadelphia office workstations are running Windows XP. The proposal shall include what approach will be used to upgrade Philadelphia clients to Outlook 2003. n. The offeror personnel must give the OIG sufficient time to make arrangements with the RRB if access to the RRB?s resources is required to perform under this contract. G. Deliverable # Description 1 All servers have been upgraded to Windows 2003 and current patches/builds have been installed on all servers. Antivirus software has been installed and configured for virus definition updates. Network printers and resources have been installed and configured for client access. 2 All client workstations have been upgraded to Windows XP and Microsoft Office 2003 (professional) and clients have access to: Print Services. OIG network resources (shared drives/directories) Access to the OIG?s intranet Audit Management software Access to the Agency Resources (internet/intranet, mainframe) 3 Exchange Server has been successfully upgraded to Exchange 2003 and configured. a) Exchange Server has been patched to current level. b) Clients have been upgraded to Outlook 2003 and: Clients can send and receive email internally and externally. The ArcServe software has successfully backed up the Exchange Server. (database, mailboxes, individual folders and information store) Symantec Mail security for Microsoft Exchange has been configured to perform scanning and filtering services on the Exchange server and policies have been defined. 4. Exchange Server memory has been increased to 4GB. 5. On the designated server, the offeror has: Installed Norton Antivirus 10.0. Configured AntiVirus software to schedule virus definitions updates for servers and clients Installed the current patches/build on the server. Installed and configured the antivirus software, for scanning workstations and filtering services on the Exchange 2003 server. 6. On the new server the offeror has: Installed the current patches/build on the new server. Installed and configured the audit management software on the server and for client access. Configured the server antivirus services. 7. The new external tape backup device has been installed and configured to perform scheduled backups of: Network shares, files and folders. Exchange Server (database, mailboxes, individual folders, and information store). 8. Offeror has provided printed and electronic documentation of all configuration files, loaded software, passwords and services, and 9. Provided technical support during an agreed testing period, not to exceed 10 business days, to resolve any configuration or connectivity issues pertaining to this statement of work. H. Qualifications The offeror personnel should have experience in the installation and configuration of Microsoft Windows operating system and Exchange server, installation and configuration of backup software, LANs, Personal Computing Networks, Data Communications (frame relay) and Cisco hardware and software. The offeror should possess working knowledge of hardware and software requirements (including license requirements) for the network systems and applications covered in this solicitation. I. Support Services The offerors should include in their quote the cost of an optional (1) one year support agreement. IV. Instructions to Offeror Offerors shall submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offerors submitting proposals in response to this solicitation must complete the following forms: SF-1449 ? two signed copies Detailed pricing schedule As a minimum the proposal must show: Solicitation number The time and date specified in the solicitation for receipt of offers The name, address, telephone number, and email address of the offeror A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements stated in the solicitation. This may include product literature, or other documents, if necessary. Price including any discount terms. ?Remit to? address, and/or Electronic Funds Transfer Form. A completed copy of the representations and certifications. Acknowledgment of Solicitation Amendments. Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers; point of contact with telephone numbers and other relevant information). Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. Period for Acceptance of Offers The offeror agrees to hold the prices in its offer firm for 45 calendar days from the date specified for receipt of offers, unless another time period is specified in an amendment to the solicitation. Multiple Offers Offerors are encouraged to submit multiple offers presenting alternative system configuration or commercial items for satisfying the requirements of this solicitation. An alternative solution must provide the same minimum capacity and functionality. The alternate configuration shall offer both mainframe and open systems capabilities and shall provide an integrated but not necessarily a single device solution. Offerors should pay special attention to existing peripherals that interface with the storage system in proposing an alternative configuration. Each offer submitted will be evaluated separately. Preparation of Offers The offeror?s proposal shall be prepared in accordance with these instructions. A cover letter shall be used by the Offeror to transmit the proposal and is considered a part of the proposal but shall not count against the proposal. This cover letter shall also be used to transmit any information that the Offeror wishes to have brought to the attention of the Contracting Officer. Proposal Presentation The offeror?s proposal shall be submitted in two parts ? a ?cost/business proposal? and a ?technical/management proposal?. Each of the parts shall be separate and complete in itself so that evaluation of one may be conducted independently of, and concurrently with, evaluation of the other. Cost/Business Proposal The business proposal shall consist of the following documents: a. (2) Standard Form 1449 ? Submit 2 copies. Block No. 30 shall be signed on both copies and the signature shall signify that the offeror has read and has agreed to comply, with all the conditions, terms and instructions included or incorporated by reference in this solicitation. b. Summary of Exceptions/Deviations ? The offeror shall furnish a detailed list of all proposed exceptions, qualifications, assumptions, additions, deletions and deviations, if any, from the solicitation terms and conditions. c. The Price Schedule ? Instructions for completion by line number (001) The offeror shall provide a ?fully loaded? firm-fixed hourly rate to provide personnel who shall perform the required services. The offeror shall list each skill level(s) and the estimated number of hours proposed to perform the services required in Section III. (002) As an option, the offeror shall enter a firm fixed price for support maintenance for hardware and software provided for under this solicitation. Technical/Management Proposal The offeror shall provide (5) five copies of the technical proposal. The technical/management proposal shall include a description of the services being offered in sufficient detail to evaluate compliance with the requirements and technical factors of the solicitation. The technical/management proposal shall clearly and fully demonstrate the Offeror?s capabilities, knowledge, and experience regarding the technical requirements described in the statement of work. Information shall be presented in such a manner to substantiate proposal statements. Offerors shall address individually each requirement and technical factor. Failure to respond to each of the factors listed in the statement of work will result in the Offeror?s proposal being deemed technically unacceptable. Technical Factors to be Evaluated Complete and detailed technical information shall be provided to facilitate scoring of the following evaluated technical factors: 1. Project management characteristics Detailed plans shall be presented to indicate how the offeror will manage pre-installation consulting, the installation process as demonstrated through the following three plans: Project plan: The project plan shall include a detailed narrative outlining the required functionalities and activities, a projected time-line/milestone chart, corresponding staff assignments, work steps involved in performing networking services and upgrading the operating system on servers and workstations described in Section III. Staffing plan: The staffing plan shall explain and provide details of the proposed staffing and organizational structure to accomplish the Statement of Work described in Section III. An organization chart shall be presented depicting the key project positions by title and shall include a description of the related functions, including supervisory/managerial levels and responsibilities. This staffing plan shall be consistent with the actual staff proposed), below. Quality control plan: Offerors shall submit details to demonstrate they have a quality control plan which will ensure effectiveness, efficiency, soundness, and high quality services incident to performing the Statement of Work described in Section III. The plan shall address procedures for deficiency detection and implementation of corrective measures. 2. Experience, qualifications, and expertise of proposed staff Specific numbers of years experience, demonstrated qualifications, and expertise shall be clearly explained and submitted in each of the following three areas: Performing pre-installation planning and consulting, Performing installations. Resumes of the individuals to be assigned to this project shall be submitted. The staff proposed in this section shall be consistent with the staffing plan and related organization chart presented in Section IV.A.1.b.1). 3. Past performance The offeror shall submit, as part of its proposal, information on previously performed contracts or ongoing contracts that are similar to the statement of work in the solicitation performed for Federal, State, or local Government and for commercial firms. Information shall be provided on either: 1) all such contracts within the past eighteen months, or 2) the last three such contracts performed, whichever is fewer, and shall be limited to the name and address of the organization for which the services were performed and the phone numbers of at least two knowledgeable technical contacts for each contract listed. The offeror should not describe past performance history in the proposal. The RRB will obtain information from the contract references provided by the offeror. The offeror is advised that the RRB may obtain past performance information from other than sources identified by the offeror. The RRB intends to contact at least three clients for which similar tasks have been performed. The following performance characteristics will be evaluated: Customer satisfaction, which includes satisfaction of end users with the offeror?s service, Quality of service, which includes quality and initiative exhibited by the offeror, Reliability and timeliness of performance, which includes the offeror?s reliability as well as the ability to perform in a timely manner. V. Evaluation - Commercial Items. (JAN 1999), 52.212-2 The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: A. Business Proposal Calculation of the price score (100 possible points) will be computed by multiplying the maximum point score available by a fraction representing the ratio of the lowest total evaluated price of all technically acceptable offers received by the Board to the total evaluated price of the offer being evaluated. B. Technical Proposal 1. To be considered responsive, the offeror must comply with the format and content specified in Section IV, ?Instructions to Offeror?. Offerors whose proposals are deemed deficient in this regard may be permitted, at the RRB?s discretion, to remedy the deficiency by submitting additional clarifying or supplemental information. 2. Responsive proposals will be evaluated to determine the relative technical merit of each response. Accordingly, the objective of this evaluation is to measure the extent to which proposals meet the requirements as stated in the SOW and the required proposal format and content, Section IV, ?Instructions to Offeror?. 3. Calculation of the technical score (300 possible points) will be accomplished by adding the points awarded for each rated area. 4. Proposals will be first reviewed for content conformance to proposal preparation instructions. Proposals that are so deficient in this area as to not warrant further consideration will be rejected and the offeror will be so notified. 5. Proposals will be evaluated using the following criteria in descending order of importance: Best approach and detail upgrade plan. Test plan/Documentation. Past performance showing sufficient information to substantiate the ability to perform the tasks under this contract. 6. Offerors will be evaluated on a technical to price ratio of 3:1. 7. The contracting officer shall deem any offer which fails to address all of the requirements of Section III, the Statement of Work, as non-responsive. 8. The contracting officer may request clarifications to any proposals after the initial business and technical review and hold discussions as determined necessary
