Description
Contractors provide air tanker aircraft to the USDA Forest Service (FS) that are fully operational and drop approved fire suppressant/retardant material on forest and range fires over all types of terrain. These aircraft are operated continuously at low levels (typically 150 feet AGL) in steep mountainous terrain, and are subjected to highly turbulent environments and increased accelerations relative to the role for which the aircraft were designed. A Structural Health Monitoring System (SHMS) designed by Systems & Electronics, Inc. of Elk Grove Village, Illinois, has been installed on part of the air tanker fleet, as well as the resulting data being evaluated. The monitoring system is part of an on-going project to verify the airworthiness and structural life limits of the aging air tanker fleet. The equipment used for data collection and the data gathered by that equipment must be uniform in content and format to be compatible with the existing SHMS in order to provide reliable, consistent, and accurate structural data analysis for the entire fleet throughout future years. In order to maintain monitoring system compatibility and data reliability, the FS intends to acquire on a sole-source basis from Systems & Electronics, Inc., the installation of SHMS’s into the remaining seven (7) Aero Union P-3 Air Tankers, and the data processing of recorded flight data from one DC-7 Air Tanker and eight (8) P-3 air Tankers for a one-year period. Any offeror interested in submitting a technical proposal in response to this notice is invited to do so. Proposals shall provide a complete explanation of how their proposed structural monitoring equipment and data collection and reporting capability is currently compatible in every way with the existing installed SHMS from Systems & Electronics, Inc. Past performance information relative to the installation and evaluation of data from the proposed system is also required. Please note that proposals received as a result of this notice will be considered only for the purpose of determining whether the proposed system is compatible and uniform to the Systems & Electronics, Inc. SHMS, and if so, whether or not it is possible to obtain an equivalent system through competitive processes.
