Description
Additional information required from prospective offeror's who previously responded to this RFI. Can the training you offered provide a primary focus on the ISSO training with regard to special access programs (SAPs)? Responses due NLT 10 Jun 05 COB (3:00 P.M. CST). ****************************************************************** As part of Market Research, this Request for Information (RFI) will be used determine if there is more than one source capable of providing and teaching a course on the Fundamentals of Information Systems Security for Air Education & Training Command (AETC) at Randolph AFB, TX. This course must be taught by 1 Jul 2005, therefore, any prospective offeror must currently have the course available. This course will be taught by Information Systems (IS) Security professionals on a one-time basis to a maximum of 25 students. The government will provide the facilities; the contractor must provide all audiovisual/computer equipment. The contractor must meet the Director of Central Intelligence Directive 6/3, “Protecting Sensitive Compartmental Information within Information Systems” (DCID 6/3) requirements for ISSO certifications. The contractor is expected to provide the instructor(s), course textbooks and reference materials. The course will provide the students with a broad understanding of IS security policies, principles, rules, and procedures. The course is based upon the two principal guidelines for DoD and intelligence community Automated Information Systems s Security: Joint Air Force – Army – Navy (JAFAN 6/3) Director Central Intelligence Directive (DCID 6/3) Students who complete this course will gain the skills, policy familiarity, and technical understanding necessary to perform the daily job functions of an Information Systems Security Officer (ISSO). Course Objectives Students who attend the Fundamentals of Information Systems Security Course will gain a basic understanding of IS security, including the following functions: Policy / Roles and Responsibilities Threat Overview / Risk Management Physical and Technical Security Issues Levels-of-Concern / Protection Levels System Certification and Accreditation Identification and Authentication Maintenance Procedures System Auditing Configuration Management Basic Networking Systems Security Plan (SSP) Incident Response Interconnected and Special Category Information Systems Security Education and Awareness Self Inspections The Fundamentals of Information Systems Security course has no prerequisite training requirement. The course is designed for the new security official. Exercises, quizzes, and examinations are to be used to measure student progress throughout the course. The North American Industry System Code (NAICS) for this acquisition is 561499 with a size standard of $6M. Once Market Research has been completed, a Request for Proposal (RFP) would be placed on the Federal Business Opportunities website http://www.eps.gov. It will be the responsibility of prospective offerors’ to check this site regularly for any postings or changes. Prospective offerors’ must be registered in the DoD Central Contracting Registration (CCR). Registration may be accomplished at http://www.ccr.gov. All responsible small businesses are encouraged to respond to this RFI. All prospective offerors’ shall indicate their size standard (large business, 8a, etc) in regards to the above NAICS codes size standard when replying to this RFI. In your response briefly describe your company, experience with this type of program or similar programs, current or past contracts that deal with the aforementioned services or similar services and any other information you deem relevant. Provide a point-of-contact to include an e-mail address and your Federal Cage Code. Email responses are due NLT COB 3:00 CST on 25 May 2005. Any response to this RFI submitted by a prospective offeror shall be submitted at no cost to the Government and the Government is in no way obligated by the information received.
