Description

The Electronic Proving Ground, Fort Huachuca, Arizona is soliciting proposals for the following requirement (No Substitutes): 1 each; closed circuit TV Security Camera System to include the following: ALL WEATHER ENCLOSURES: Be able to remotely c ontrol Zoom, Pan (360 degrees), tilt, focus 10/100 Base T Ethernet Inteface (LAN Based system). Day/night operations. Able to access views from computers on the existing LAN, including software to support individual PC monitoring. 4 each; CAMERAS: Col or cameras with Auto Focus/Auto Zoom/Auto Iris/Pan Angle 0-90 degrees. LAN capable with Pan/Tilt/Focus/Zoom capability from connected PCs, including software. Low light capable for night viewing. DIGITAL VIDEO RECORDER: Remote viewing management, multi camera support, continous recording while viewing or searching, switching output for display on public monitors, LAN capable with access for connected PCs, including software Windows 2000/XP compatable. INSTALLATION: Installation of complete system, to include software uploads on master server and individual PCs. Warranty/Service Agreement required. SITE VISIT: Final bid proposal will include a site visit and a detailed written proposal. Request for Site Visit must be submitted by 5 August 2005. Sit e Visits will be scheduled between 8 and 11 August 2005, and final Bid proposals will be submitted no later than 19 August 2005. The following information must be submitted to USAEPG Contracting; Officer, Virginia Miller, at virginia.miller@epg.army.mil. Name of persons that will be on-site, and company name. Travel expenses must be approved by the USAEPG Contracting Officer before they are incurred. FOB Destination (Fort Huachuca, Arizona 85613). Payment will be made by Government Credit Card under Ne t 30 Terms. Offers are due no later than 1200 noon, Mountain Standard Time, Friday, August 19, 2005 and shall be submitted electronically at carmen.simotti@epg.army.mil. EVALUATION CRITERIA / PROCEDURES: Offers will be evaluated based on the following be st value criteria in descending order of importance: Meeting the Requirement, Proposed Delivery Schedule, Past Performance and Price. The Synopsis/ solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-04. This is a Small Business Set Aside. The NAIC code is 561621. The solicitation is issued as a Request for Proposal (RFP) and will be awarded as a firm-fixed-price. The following FAR provisions apply to this acquisition: 52.212-1, Instruction to Offerors Commercial items, and 52.212-2, Evaluation of Commercial Items, applies to the acquisition. Offerors shal l include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications Commercial Items, and furnish Offeror's Federal Tax Identification Number, Cage Code, Central Contractor Registration Number, DUNS Number and applicable FSC C odes with this offer.
