Description
The USDA, Animal and Plant Inspection Service (APHIS), Plant Protection and Quarantine (PPQ), Lafayette, Indiana, intends to procure tree cutting and chipping services for the Emerald Ash Borer Project (EAB) in Indiana. Submit faxed quotations to Purchasing Section, at (612) 370 2136, Attention Joanne Mann. QUOTATIONS ARE DUE AUGUST 9, 2005 BY 10:00 a.m. local time. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. Small business set aside under NAICS 561730, $12 million. THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. A firm fixed price purchase order will be issued. This announcement constitutes the only solicitation; quotations are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation document incorporates provisions and clauses which are in effect through the most current Federal Acquisition Circular. ALL RESPONSIBLE SOURCES MAY SUBMIT A QUOTATION FOR CONSIDERATION. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Technical and past performance, when combined are significantly more important than cost or price. Price per cut tree and chipping: $ _________ (estimated 1,000 trees) SPECIFICATIONS: Provide tree cutting and chipping services to begin September 12, 2005 with a completion date of October 31, 2005. The dates are firm and must be adhered to for this project. Trees will be marked and located at: On a 2 mile grid in Northern Indiana, stretching from Lake County in the west to Allen County in the east; 25 miles South of MI state line in the west.; 50 miles South of MI state line in the east. A total of 14 counties in the state of Indiana have marked trees. Approximately 1,000+/- ash (Fraxinus sp.) marked trees are located in the cutting area. Marked trees range from 1? to 18? D.B.H. and average 5? D.B.H. Ninety (90) percent of the marked trees are in the road right-of-way. Maps and GPS Coordinates will be provided by DNR. APHIS/DNR employees will direct contractor crew for removals and route. Work will progress from west to east (low risk to high risk) PROCEDURES: An APHIS/DNR crew member will tell contractor which marked trees to remove. Contractor shall drop trees and cut them into manageable sizes (8 to 10 feet long), and then proceed to next marked tree. An APHIS/DNR staff shall examine marked tree for EAB. Contractor shall follow-up with cleanup: Rural areas - blow chips back into right-of-way; Urban areas- chips shall be hauled to a solid waste site (most counties have one). Leave unchipable wood in right-of-way - firewood sized. An APHIS/DNR staff member will inspect site for cleanliness. Contractor shall provide: Proof of insurance; have a certified arborist on staff; designate at least one cutting crew for entire project. Once work begins crew(s) shall be under the authority of APHIS/DNR and can not be removed by vendor from contract work without written authorization of APHIS/DNR; provide three references for work of a similar nature. All safety equipment and signage for their crew(s) shall be provided by the Contractor. Contractor shall be responsible for all damages and remediation. Remediation work shall be completed within two weeks of incident.
