- DOE/NNSA intends to award an IDIQ contract with Insight Technology Incorporated for Infrared Target Pointer/Illuminator/Aiming Lasers (ITPIAL). This acquisition is supported by a Justification for Other Than Full and Open Competition. The ITPIAL is for use by the Office of Secure Transportation (OST). The ITPIAL has the following salient characteristics: separate aiming and illuminator beams; aiming spot can be centered in illumination area; illumination beam able to focus from pinpoint to wide-angle flood; pointer ranges exceed 10 miles; various diffusers available for customized light shaping; waterproof to 66 feet; meets all U.S. military environmental shock and vibration requirements; works in conjunction with pattern generators for ease of laser identification; incorporates reverse polarity protection; is rated to withstand shock and vibration of weapons up to and including the M240B; the ITPIAL has a unique switching capability for both gun mounted and hand held operation; the ITPIAL has a fully integrated low profile mode switch located for ambidextrous operation and is designed for ease of use under zero light conditions; mode switch allows operators to switch to one of six modes: off/aim low/dual low/ aim high/dual low-high/dual high-high; incorporates a safety block to prevent user from switching into high power; beam can be adjusted from 0.5mrad beam to 10 degree circular illumination beam; a variety of light shaping diffusers is available; two independently adjustable laser beams; incorporates an advanced electro-optical system comprised of two index guided laser diodes; diffraction limited micro-lens assemblies; unique full logic microprocessor controlled electronic drivers. The primary requirement of the item is to withstand the arduous environment the OST Agent will expose it to. The ITPIAL is the only item available that meets all of the Government???s requirements. Vendors who can furnish the required item are invited to submit a written substantive statement clearly stating the ability to fill this requirement. Oral communications are not acceptable. Substantiveness would be indicated by a statement of exactly what type of item is offered, delivery schedule, FOB point, and any other information which shows a bonafide ability to meet this specific requirement. Delivery is expected 30 days after contract award date. FOB point is DOE/NNSA, Albuquerque NM. No contract will be awarded on the basis of responses received from this notice, since this notice cannot be considered a formal solicitation document. This is a notice of intent to award sole-source and is not a request for competitive proposals. All responsible sources may submit an offer and it will be considered by the agency. All interested firms must respond to DE-AC52-05-NA26523 by 5:00 PM MDT, August 4, 2005, to attn: Maggie Howe; DOE/NNSA; OBS/Acquisition Dept/TSD; PO Box 5400; Albuquerque NM; 87185-5400 or to mhowe@doeal.gov. A determination by the Government not to compete this contemplated commercial item contract based upon responses to this notice is solely within the discretion of the Government.
