Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued for solicitation number NOI5096. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-03. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Concern. The associated North American Industry Classification System (NAICS) Code 423430, which has a size standard of 100. The National Institute of Allergy and Infectious Diseases intends to procure on a sole source basis the Archibus software from McKissack & McKissack of Washington. This database is needed to more closely track and monitor program changes, growth and shifts as the NIAID Biodefense program needs unfold. In addition, the space inventory will eventually link: location of personnel, specific categories defining space uses, facility financial costs as well as emergency planning for continuous operations (COOP). The objective is to create a space management system to support program strategic planning and evaluation. The Archibus software will be used as a vehicle for formulating this database to be consistent with the already established space and facility management databases controlled centrally by NIH. This software will provides the capability for inter-relational database development linking NIH facility information with NIAID space data. Although, Archibus is an ?off the shelf? software product, a high level of customization is required to properly and reliably link NIH and NIAID information. The following software and component may be acquired under this acquisition: Item/Description/Quantity: (1) Conversion of FM to Archibus- qty-158; (2) Quality control CADD- qty-48; (3) Restructure of data base to NIAID Hierarchy- qty-68; (4) Populate Database- qty-138; (5) Report Structure Verification- qty-48; (6) Space Planning- qty-168; (7) Other Than Direct Cost- qty-1. The following factors will be used to evaluate offers: 1) price, 2) warranty, and 3) technical capability to meet required specifications. Anticipated Date of delivery ? August 7, 2005; place of delivery- NIH/NIAID, Maryland 20892; FOB origin. The following FAR provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items. FAR 52.212.3 Offerors Representations and Certifications?Commercial Items; FAR 52.212-4 Contractor Terms and Conditions?Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items. Offeror must include with their offer a completed copy of provisions at FAR 52.212-3 Offerors Representations and Certifications?Commercial Items. As prescribed in 4.1104, use the following clause (52.204-7), Central Contractor Registration (Oct 2003) ?Registered in the CCR database,? means that (1)The Contractor has entered all mandatory information, including the DUNS number or the DUNS+4 number, into the CCR database; and (2)The Government has validated all mandatory data fields and has marked the record ?Active.? In order to be considered for an award, offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at: www.ccr.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
