Description
The Drug Enforcement Administration (DEA) has a requirement for the replacement of countertops, modesty panels, and support assemblies for three (3) tiered classrooms. The Request for Quote number is DEA-05-TR-0030. The North American Industry Classification System (NAICS) is 337127, ?Institutional Furniture Manufacturing? and the Size Standard is 500. Statement of Work: (1) Overview Statement: The Tiered Classroom Furniture in Classrooms 1A113, 1A115, and 1A117 (noted on attached drawings) on the first floor of the Training Academy occupied by The Drug Enforcement Administration (DEA) at 2500 Investigation Parkway, Quantico, VA are at the end of their life expectancy and are in need of replacement. To meet the needs of DEA?s mission and provide a training environment conducive to learning we propose to replace the existing furniture with new, esthetically pleasing, and technologically current furniture. (2) Scope of Work: For information and clarification, the term ?classroom furniture? referenced in this scope refers to the countertop/modesty panel/support assemblies (12 per classroom) as shown on the attached drawings. (A) General: The Contractor shall provide all materials, supervision, and labor to complete the following Scope of Work in a safe, timely, and professional manner in accordance with all State and local codes and ordinances, OSHA and all other regulatory standards. All work shall be performed in a workmanship like manner using trade and industry accepted methods and practices. (B) Licensing and Insurance: If required to perform this project by the governing authorities, the contractor shall provide DEA with a copy of all required State and local licensing and insurance certification fifteen (15) days prior to the start of work. The contractor if required, shall obtain all vital permits fifteen (15) days prior to perform. (C) Preparation: The Contractor shall provide all resources to evaluate, prepare, coordinate, schedule, pre-fabricate, and obtain all parts and materials prior to the start of work to insure the minimal amount of downtime to the training classrooms. (D) Co-ordination: The removal and replacement, rigging, and any other associated work are to be accomplished on weekdays during normal business hours of 6:00 A.M. thru 5:00 P.M. Monday-Friday. It is the contractor?s sole responsibility to coordinate the date and time with DEA, Office of Training, and any other parties including providing adequate personnel to insure public safety. (E) Schedule and ?Down Time?: The Contractor shall provide a proposed schedule for completion of the work described in this Scope. The schedule shall include a detailed break out of all phases of construction with reasonable allowances for any possible unforeseen delays and shall be adhered to by the Contractor and used to schedule any assistance required by the Government. The Government, in writing before implementation, will approve the schedule. The Contractor shall schedule the starting date of the proposed work no later than August 30, 2005 and be completed no later than December 15, 2005. Every effort shall be made by the Contractor to provide no more than fifteen (15) days of actual downtime to each Training Classroom. (F) Personnel Security Requirements: Due to DEA?s security requirements, the Contractor shall submit fourteen (14) days prior to starting the work a complete list of all persons (employees and sub-contractors) that they propose to work on this project. The list shall include the Full Name, Date of Birth, Social Security Number, Race, Gender, and position/Title/duties of each person. Failure to comply may result in person/s being refused access to the buildings and will not be the Governments responsibility for any costs or delays in the project. (G) Existing Furniture Removal: The Contractor shall remove the existing classroom furniture (countertop/desk/panels) assemblies (12 per classroom) and discard the material in a Government provided dumpster located in the parking area of the Training Academy storage building. Upon removal of the material the Contractor shall prepare the floor for the attachment of the new furniture and mark the floor in the locations of required power and LAN wires needed to feed the new furniture. The contractor shall provide the Government with all specification for the required power and LAN and in turn the Government will adjust and or provide the power and LAN cabling to the locations marked within seven (7) calendar days from the aforementioned provision. (H) New Furniture Specifications: Specifications for the new furniture in the three (3) tiered classrooms shall be as follows: The ?classroom furniture pieces? for the purpose of this section will separate the ?classroom furniture? into four (4) pieces: 1. Countertop, 2. Modesty panel,3.supportstructure, 4. Power/LAN module). Each classroom is to be outfitted with twelve (12) new classroom furniture pieces, curved to match the existing tiered floor structure, pedestal type support construction, and recessed style power/LAN modules. (a) The Countertops (*) 1. Shall be a minimum of 1 1/4? thickness of an industry standard material for this application 2. Shall be installed at a height of 29? from the finished floor 3. Shall have a 24? wide top work surface 4. Shall have an attached wood nose molding on the front of the countertop with a grooved name tag slot in a cherry wood finish to match the existing wood doors in the classrooms 5. Shall have a standard laminate finish (color to be determined by the Government from product samples provided by contractor) 6. Shall have a vinyl bull-nose around the remaining 3 sides of the countertop (color to be determined by the Government from product samples provided by contractor) 7. Shall be curved to match the tiered floor structure 8. Shall be firmly fastened to the support structure 9. Shall be approximately the same length as the existing countertops allowing for a 36? center isle and a minimum of 36? side isle (see drawings for configuration) 10 tops 12? center line length, 1 top 10? centerline length, and 1 top 7 ?? centerline length. ? Measurements are approximate and for informational purposes. Actual lengths, widths, and curves of the new tops to be determined by the contractor and submitted prior to fabrication for final Government approval. b.) The Modesty Panel (*) 1. Shall be a minimum of 5/8? thickness of an industry standard material for this application 2. Shall be 14? wide 3. Shall be firmly fastened to the new support structure 4. Shall have a standard laminate finish (color to be the same as the countertops) 5. Shall have a vinyl bull-nose around the sides of the panel (color to be the same as the countertops) 6. Shall be curved to match the countertop 7. Shall be the same length as the new countertop that it serves (see above). * Measurements are approximate and for informational purposes. Actual lengths, widths, and curves of the new tops to be determined by the contractor and submitted prior to fabrication for final Government approval. (c) The Support Structure 1. Shall be of metal construction 2. Shall be pedestal in design 3. Shall have a durable painted finish 4. Shall be configured to adequately support the countertop and modesty panel for it?s intended use and to prevent warping, cracks, and bows 5. Shall be designed to conceal the power and LAN cabling 6. Shall be fastened to the existing floor in a sturdy manner to prevent sway, tilt, or shifting d.) Power/LAN Modules (*) 1. Shall be UL Listed 2. Shall be modular and flush mount in design 3. Shall be pop-up or lift up for usage 4. Shall have two 120V AC receptacles and two Cat 5 jacks (RG 45) per module 5. Shall be distributed in the countertops as to provide one module per every two seats/students * All wiring shall be copper, sized and installed in compliance with The National Electrical Code. All equipment and electrical devices shall be listed by Underwriters Laboratories (UL) and have a UL label affixed. The Contractor shall coordinate and provide the locations and specifications with the Facilities Officer / Building Engineers insure proper placement of power/LAN rough-in and installation of the Furniture. (I) Clean Up and Damage Prevention: The Contractor shall be responsible for the removal and disposal of all unneeded materials and trash generated in the performance of the work in this Scope. The Government shall provide for the contractor, a commercial type roll-off dumpster for the disposal of all debris and trash generated in the performance of this scope. The dumpster will be located within 100 yards of the Training Academy and be accessible during the scheduled work hours. The Contractor shall keep all building and work areas safe and free of debris daily. Care is to be exercised in the removal and disposal of all materials. Special attention shall be exercised in the performance of all work on the membrane roof surface including any necessary protection to work areas and access routes. The Contractor shall be responsible for any damage to Government, building, and/or personal property damaged by any persons hired, employed, or contracted during the course of completing this work. (J) Finalization: The Contractor shall provide a test of the entire furniture power and LAN modules on completion of the work detailed in this Scope. The start-up will be scheduled forty-eight (48) hours in advance and coordinated with all parties having a vested interest in this project. The finalization of this project shall include but not be limited to: 1. Testing all equipment installed by The Contractor 2. Checking all fittings and connectors 3. Checking all wiring and electrical connections 4. Checking and documenting voltages 5. Submittal of all ?as built? drawings for the project 6. Submittal of all Manufacturers literature and specifications on the installed equipment 7. Submittal of O & M manuals for all installed equipment with Model and Serial numbers. 8. Completion of all manufacturers? check-list and warranty paperwork. 9. Correct any deficiencies and place equipment in service unless a greater term is detailed in the above Scope, The Contractor shall provide a one (1) year warranty on all parts, labor, material, and services provided on this project. The warranty period shall begin on the date of written acceptance by the Government. (3)Attachments: The Contractor shall contact the Contract Specialist IMMEDIATELY to request the copies of the drawings for the existing and proposed floor plan/furniture layout of the tiered classrooms. The following data is submitted for information only and shall be the Contractors sole responsibility to confirm the correctness and status of the information including all measurements. The acquisition will be procured in accordance with the Federal Acquisition Regulation (FAR) Part 13 ?Simplified Acquisition Procedures?. No solicitation is available. The contractor shall visit the job site and verify the specifications and square footage prior to submission of proposal. All prospective offerors are urge to inspect the site where the services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the price of contract performance to the extent that the information is reasonably obtainable. A site survey is scheduled for August 3, 2005 at 10:00 AM. The location for the site survey is: DEA ? Training Academy, 2500 Investigation Parkway, Quantico, VA 22134. The meeting location for site visit will be held in the Administrative Conference Room on the ground floor, then on to the classrooms.
