Description
NAICS Code: 33392 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number RFQ-OH-05-00118 is issued as a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-21. This acquisition is a 100% Small Business Set-Aside. The NAICS code is 333924, the size standard for which is 750 employees. The Environmental Protection Agency's (EPA) National Vehicle and Fuel Emissions Laboratory (NVFEL) seeks an electric pallet mover to facilitate the movement of test engines in and out of its test cells. The engines will be mounted on steel pallets and will weigh up to 6,000 lbs with a 28" load center. The pallet mover must also have horizontal reach capability so the engines can be placed onto racks for storage. The electric pallet mover must have the following capabilities and specifications: (1) must have either walk-behind or stand-up operation; (2) must be able to lift and move a 6,000 lb load with a 28 in. load center; (3) must have at least a 6.5 ft. life capability; (4) must have at least 24 in. of horizontal reach; (5) must be less than 84 in. tall when moving pallets; (6) must be able to pick up engine pallets from any side (see attached drawings); (7) must travel at least 2 mph when fully loaded and; (8) must be battery powered and include the appropriate charger and battery. Documentation: sufficient documentation to allow the user to understand how to properly operate and maintain the equipment Pallet mover shall be delivered to the U.S. EPA Shipping and Receiving, Page Road and I-40, Research Triangle Park, NC, 27711 no later than 18 weeks after receipt of order (ARO). F.O.B. point shall be Destination. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items is applicable and the specific evaluation criteria are as follows: (1)Technical acceptability of the item offered to meet the Government's requirement and (2) price. Technical acceptability shall be evaluated on a pass or fail basis. Offers shall provide descriptive technical literature in sufficient detail to demonstrate that the items offered meet the minimum requirements specified above. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. This clause may be found on the Internet at the following site: http://www.arnet.gov/far/. Clause FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. The Clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
