Description: Sources Sought Synopsis for the Naval Weapons Station Seal Beach, 800 Seal Beach Blvd., Seal Beach, California 90740. The General Services Administration intends to solicit, negotiate, and award a Firm-Fixed Price contract, under Federal Acquisition Regulation(FAR), Part 12, Acquisition of Commercial Items. This Task Order will be awarded only to Schedule 871 contract holders of the specific, Special Item Number (SIN) # 6. GSA is only seeking interested parties at this time. The objective of this task order # 9T4SCMPS002,is to provide normal and surge engineering, technical, repair, and manufacturing resources in support of weapons and shipboard systems programs, including, periodic fleet availability and systems overhaul projects, and field engineering support services to both afloat and ashore activities for Naval Weapons Station Seal Beach. Additional details of this requirement are specified in the Performance Based Statement of Work (PBSOW) and Requirements Matrix for competing and performing under the GSA FSS Schedule 871 SIN # 6 Contract. Interested parties must request a copy of the PBSOW via E-mail request to carlo.morehead@gsa.gov. This task order includes a wide range of fleet engineering, technical, and systems overhaul. The requiring activity is the Naval Weapons Seal Beach and subdivision codes that provide engineering, technical, and logistics support for Program level planning, engineering development support, ships/weapons systems maintenance support, and management support for a wide range of fleet operational and maintenance support programs. Other Direct Costs (ODCc) for this task may or may not be allowable under Schedule 871 SIN # 6, but is required, such as: Examples of ODCs for this task are: 1. Travel for shipboard installation of overhauled systems. 2. Fed Ex charges for shipping parts requiring repair to various vendors. 3. Sub-Contracts with vendors to perform maintenance on parts and components that cannot be performed economically in-house, such as, Examples: sandblasting parts too big to be completed on station; repair or overhaul of hydraulic parts not completed on station due to environmental concerns; telemetry component repairs 4. Procurement of parts required for repair of systems/components being refit by support contractor. If you are a contractor that holds the schedule 871 SIN #6, which has included the above listed ODCs, or does not include the above ODCs, you will be required to submit substantiation of pricing, as well as, unit pricing. Just a given estimate of what ODCs will not allow. It will be the responsibility of the Contractor to identify and propose how you will provide them as required for this Firm Fixed Price Task Order. This notice is NOT a request for competitive quotes at this time. All interested parties must submit a capability statement that sufficiently describes their qualifications, capabilities, and previous experience related to fulfilling a similar requirement via e-mail to carlo.morehead@gsa.gov by 5:00 p.m., PST, August 8, 2005. A determination by the Government of not to compete this proposed contract based on responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
