- NASA/DFRC has a requirement for one (1) job for Flight Termination Receiver Acceptance Test Equipment Hardware Upgrade. NASA/DFRC intends to purchase one(1)job from L-3 Communication Corporation, Telemetry-West, 9020 Balboa Avenue, Sand Diego, California 92123-3507. L-3 Communications is the only vendor that can provide the upgrade to the existing FTR Test Station due to current Test Station was originally sourced by L-3Communications. Due to time restraints, funds must be September 30, 2005 for the upgrade. The Government intends to acquire a commercial item using FAR Part 12 and 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. local time on August 9, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
