PERIOD OF PERFORMANCE: o/a 1 October 2005 TO 30 September 2007 PLACE OF PERFORMANCE: Manila, Philippines JOB DESCRIPTION: See Below SUPERVISORY CONTROLS: No direct supervision responsibility but oversight and advisory support to OPHN staff members managing infectious disease program activities in the public and private sector. BACKGROUND: USAID/Manila seeks a Senior Technical Advisor in infectious diseases to work with the USAID/Philippines Office of Population, Health and Nutrition (OPHN) Team. The Advisor will provide technical leadership and manage the design, implementation, monitoring, and evaluation of infectious disease activities and the linkage and integration of these activities with ongoing reproductive health and child survival activities funded by USAID/Philippines. The Advisor reports directly to the Chief of OPHN, USAID/Philippines, and works collaboratively with other USAID officers and Foreign Service National (FSN) professionals. STATEMENT OF WORK: The Senior Technical Advisor, Infectious Diseases will provide technical leadership and programmatic guidance in the design, implementation, monitoring, evaluation and research for the infectious diseases program of USAID/Philippines. The Advisor will be supervised by the Chief, Office of Population, Health and Nutrition (OPHN), USAID/Philippines. Specific duties are: „« Provide technical and programmatic input to annual work plans, progress reports and the annual reporting of results to USAID/W, including the Mission¡¦s annual portfolio review, and other program reporting requirements. „« Serve as the primary technical OPHN team member responsible for monitoring progress in HIV/AIDS and TB program activities, conducting in-depth analysis of results and recommending needed program adjustments. „« Provides oversight and report on any emerging or outbreaks of infectious diseases in the Philippines or the region. „« Conduct site visits pertaining to USAID¡¦s infectious disease activities and provide field-based technical assistance and programmatic guidance as needed. „« Recognize and identify opportunities for integrating state-of-the-art infectious disease approaches into USAID PHN activities, particularly in leveraging the involvement of private sector participation. Carry out technical reviews and comment on proposed strategies to pilot innovative ¡§state-of-the-art¡¨ approaches. „« In collaboration and consultation with the Chief and Deputy Chief, OPHN, provide technical assistance/advice to the Director and other USAID/Philippines SO teams on cross-sectoral approaches as appropriate. „« Liaise with and provide technical input to Government of Republic of the Philippines (GRP) national strategic plans as requested by USAID Chief and/or Deputy Chief. „« In consultation with the Chief, Office of Population, Health and Nutrition, ensure collaboration and coordination of USAID activities with the GRP/DOH, UN Agencies, World Bank, and other donors, as well as international and local non-governmental organizations, including community based, faith based, an civil society organizations. „« Prepare for and participate in visits by Congressional, U.S. Government Administration and other high level delegations, e.g., planning, making presentations, for USAID/Philippines, USAID/Washington, regional and international conferences and workshops. „« Serve as Cognizant Technical Officer (CTO) of the Philippine Tuberculosis Initiatives in the Private Sector (Philippine TIPS) Project. „« Provide technical support to TB and HIV/AIDS program activities and serve as Cognizant Technical Officer of the Philippine Tuberculosis Initiatives in the Private Sector (Philippine TIPS) Project. DESIRED QUALIFICATIONS: Candidates should have the following qualifications: „« Graduate degree in clinical medicine, or equivalent qualifications in public health, infectious disease epidemiology, virology, microbiology, immunology or any other allied field. Clinical sills are desirable, but not required. „« A minimum of seven (7) years of progressively responsible professional experience in technical assistance and management of public health programs to include experience in program design and development, technical oversight of program implementation, monitoring and evaluation of program outcomes, managing both human and financial resources, and at least 5 of those years working in the area of infectious diseases. „« At least three (3) years actual professional experience living and working in a developing country. USAID experience desired, particularly in project management. „« Experience working in a team setting and cross-cultural environment a must, and excellent interpersonal and effective communication skills (both oral and written). „« Fluency in English language and computer literate especially in word processing, and power point presentations. „« U.S. Citizenship required. Applicants selected will be subject to security investigation and must meet eligibility requirements for access to classified information. EVALUATION CRITERIA: Criterion Points 1) Academic qualifications 20 2) Previous experience in Infectious Diseases 30 3) Previous experience in International Public Health 20 4) Experience in project management 20 5) Long-term resident work experience in a developing country 10 Total 100 COMPENSATION: The term of the contract will be for a period of two (2) years with an option to renew. The position has been classified at a GS-13 level. The actual salary of the successful candidate will be negotiated within that range depending on qualification and previous earning history.
