- The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ) intends to acquire services for the visual survey of Asian Longhorned Beetle (ALB) host trees using tree climbers and bucket trucks within the State of New Jersey and the State of New York. These services will cover the NJ infestation in Middlesex/Union Counties and the NY infestation in Islip Long Island, NY. The contiguous survey area in NJ covers approximately 16.4 square miles within the cities/municipalities of Rahway, Linden, Carteret, and the Avenel Section of Woodbridge Township. There are approximately 38,000 ALB host trees within this area with an average dbh of 10 inches. In NY, the contiguous survey area located in Islip Long Island covers approximately 7 miles square miles with an estimated number of 76,000 ALB host trees with an average dbh of 10 inches. ALB bores into and kills a variety of tree species including, but not limited to, species of Elm, Maple, Birch, Willow, Box Elder, Horsechestnut, Buckeye, European Mountain Ash, Ash, Poplar, Mimosa, Hackberry, London Plane, and Sycamore. This nonnative pest has the potential to spread to other areas of the United States and cause extensive losses to ornamental and commercial tree species. As a consequence, the Secretary of Agriculture declared an emergency for the eradication of ALB in the areas identified. Visual surveys using tree climbers and bucket trucks to perform the inspections are a vital component to the success of the ALB Eradication Program. USDA is looking to accomplish two goals through these survey contracts: 1) Detect all ALB infested trees in order to eliminate the infestation as quickly as possible and 2) Confirm eradication by accomplishing repeated negative surveys on all ALB host trees within the targeted areas. This is a firm fixed price, completion contract anticipated for 12 months beginning October 1, 2005 through September 30, 2006 with unilateral options up to four years to extend the effective period. It is anticipated that multiple awards will be made. This solicitation is issued on an unrestricted basis, however, award preference will be provided to companies qualified under the Small Business Administration HUB Zone and Section 8(a) programs and other small and small disadvantaged businesses.
