Description
The National Institute of Standards and Technology (NIST), Acquisition Management Division, on behalf of the Quantum Electrical Metrology Division, intends to negotiate on a sole source basis under the authority of FAR 13.106(b)(1), with Fluke Electronics of Everett, WA for a Calibrator, Fluke, Model #5720A (with Option 3). This equipment is needed to support the Multifunction Calibration Laboratory in the Division. Measurements for this system require a very stable source capable of delivering direct and alternating voltages, resistance, and direct and alternating currents with high resolution, accuracy, and stability. The system this calibrator will be integrated into uses software which has been developed specifically for this calibrator. Sole source determination is based on the following: This instrument is the only known calibrator to meet NIST?s minimum specifications that include the following: AC voltage output from 10 mV to 1000 V from 10 Hz to 1 MHz. AC voltage to 3 V to 30 MHz; DC voltage output from 100 mV to 1000 V, AC current from 100 uA to 1 A from 10 Hz to 10 kHz, resistance from 1 ohm to 100 Mohm. The minimum stability requirements are: AC voltage: 25uV/V 24-hour stability; DC Voltage: 0.9uV/V 24-hour stability; Resistance: 2.0 uohm/ohm 24-hour stability; and DC current: 24 uA/A 24-hour stability. In addition, the system this calibrator will be integrated into uses software which has been developed specifically for this calibrator. Use of an alternate system would require significant software revisions causing NIST to incur significant expense, loss of time, and loss of use of the system during the revision. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by August 2, 2005, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
