- DESCRIPTION: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR SUBPART 13.5, TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS; AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-04. ****The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is being conducted on an unrestricted, competitive basis and all responsible parties may submit a quote. ****The National Institute of Standards and Technology (NIST) has a requirement for one (1) Optical Confocal Microscope for the measurement of surface topography of calibration standards and fired bullets and casings. The contract line items for this request for quotation are as follows: ****LINE ITEM 0001: Quantity one (1) each Optical Confocal Microscope that meets or exceeds the following specifications: NIST requires a confocal microscope for measurement of surface topography to support its surface finish calibrations and projects in surface topography measurement of ballistics. The requirements are shown below: -Uses confocal pinhole technology to measure surface topography. -Operates in reflection in both conventional microscope mode and confocal topographic mode. -High dynamic range CCD camera displaying a minimum of 512 by 512 pixels. -At least three microscope objectives: 10X with numerical aperture (NA) of at least 0.3, working distance of at least 1 mm, and field of view of at least 1.6 mm by 1.6 mm, 20X with NA of at least 0.6, working distance of at least 0.3 mm, and field of view at least 0.8 mm by 0.8 mm. 50X with NA of at least 0.8, and field of view of at least 0.32 mm by 0.32 mm. -Motorized x-y sample positioning stage with stepper resolution of 1 um and range of 50 mm by 50 mm. -Joystick for x-, y-, and z- positioning control. -Image stitching capability up to 25 mm by 25 mm. -Late model PC controller with at least 2.4 GHz CPU, 512 MB RAM, 60 GB HDD CD-RW, USB output Windows XP Operating system 15 inch flat panel display with 1024 by 768 pixels 100 Mbit network card. -Granite base to carry the microscope head and x-y positioning stage. -Motorized z-control for focus adjustment with range up to 100 mm. -White light 100 W source. -Software package for On-screen display of conventional microscope image, top-down topographic image, and isometric topographic image with real-time rotation and animation, Cursor controlled display of z(x) or z(y) profiles, Cursor controlled display of x-, y-, and z- distances between pairs of points, Capability of filtering profiles with selectable long cutoff filters of 0.8 mm, 0.25 mm, and 0.08 mm, Capability of filtering profiles with selectable short cutoff filters of 2.5 um and 8 um, Capability of filtering topographic images with selectable long cutoff filters of 0.8 mm, 0.25 mm, 0.08 mm, Capability of filtering topographic images with selectable short cutoff filters of 2.5 um and 8 um, Capability of stitching up to 8 by 8 fields of view, Calculation of ISO-standard profile and areal roughness parameters with or without filtering, File output capabilities: ASCII for data, jpeg for images in addition to system specific binary files, Portable Software for converting system data files to ASCII on external PC, -Vertical Measuring Range: up to 1 mm. -Vertical Positioning Resolution: 1 nm when the vertical measuring range is as high as 350 um. -Vertical Slice Resolution: 70 nm or better. -Vertical scanning speed 10 um/sec or higher. -Acquisition times as small as 10 sec or less. -Lateral Resolution: 0.5 um or better consistent with Rayleigh criteria for above NA objectives. -Includes flatness/roughness standard with rms roughness less than 1 nm over 1 mm by 1 mm field of view when measured without a filter. -Includes tip-tilt stage for leveling of surface with respect to optical axis. -Operating manuals in hardcopy or CD. -Includes installation and training. -Accuracy of unfiltered profile measurement: = (3 nm + 0.05 Z unfiltered) or better. Performance testing of the proposed instrument will be performed for those companies that meet the minimum specifications identified above. The following provides general information on the testing, to be performed by the technical office, of the proposed instrument?s accuracy and capabilities: 1. a sub-nanometer smooth reference surface, with which NIST will assess whether the roughness and flatness as measured by the instrument is as low as the roughness and flatness of the actual surface. 2. random surfaces with roughness average ranging from 13 nm to 500 nm, with which NIST will assess a) the degree of closeness between the profiles measured with the instrument and profiles of the same surfaces measured with a stylus instrument, b) the accuracy of the measured surface texture parameters, and c) the high-spatial-frequency response of the instrument. 3. periodic surfaces with roughness average ranging from 40 nm to 3000 nm and spatial wavelengths ranging from 6 um to 810 um, with which NIST will assess: a) the degree of closeness between the profiles measured with the instrument and profiles of the same surfaces measured with a stylus instrument, b) the accuracy of the measured surface texture parameters, c) the accuracy of the Gaussian spatial-wavelength filters, and d) the high-spatial-frequency response of the instrument. 4. step heights between 8 nm and 160 um, with which NIST will assess the vertical accuracy and linearity of the instrument. 5. convex and concave surfaces with sub-millimeter radii, with which NIST will assess a) the accuracy of the instrument for performing microform measurements and b) the surface slope measurement limits of the instrument. It is anticipated that performance testing will take one day. Vendors meeting the minimum specifications are responsible for delivering the equipment to the NIST site, for setting up the equipment for testing, and for disassembling the equipment. Government personnel will be responsible for the testing. ****DELIVERY SHALL BE FOB DESTINATION and shall be completed not later than two (2) months from acceptance of order. The Contractor shall pack and mark the shipment in conformance with their standard commercial procedures. The Contractor will be required to deliver the system to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. ****The following provisions and clauses apply to this acquisition: Provisions: 52.212-1, Instructions to Offerors-Commercial Items; and 52.212-3 Offeror Representations and Certifications-Commercial Items. Also, see FAR 52.212-3(j) for those representations and certifications that the offeror shall complete electronically. ****All quotes shall be sent to the National Institute of Standards and Technology, Acquisition Management Division, Attn: Joan Smith, Building 301, Room B129, 100 Bureau Drive, Stop 1640, Gaithersburg, MD 20899-1640. **** No advance payments will be made for the system before the COTR indicates written acceptance of the system after acceptance testing. ****NIST intends to award a purchase order to the offeror whose quote represents the best value to the Government, technical, price, and other factors considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Performance Information, and 3) Evaluated Price. Technical Capability and Price are considered equal for evaluation purposes. ****Evaluation of Technical Capability shall be based on the information provided in the quotation and the results of the performance testing at NIST. Quotations shall include the make and model of the products, manufacturer sales literature or other product literature, which CLEARLY DOCUMENTS that the offered product(s) meet or exceed the specifications stated above. Quotes shall clearly identify the maximum performance under those specifications where the Government has identified a preference. ****Past Performance will be evaluated to determine the overall quality of the product and service, provided by the Contractor. Evaluation of Past Performance shall be based on information obtained from the references provided IAW FAR 52.212-1(b)(10) and/ or information provided by NIST or its? affiliates. Qfferors shall provide a list of at least THREE (3) REFERENCES to whom the same or similar products have been sold within the past three (3) years. The list of references shall include, at a minimum: The name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the dollar amount of the contract and the address and the telephone number of the Contracting Officer if applicable; and the date of delivery or the date services were completed. SECURITY REQUIREMENTS Because of heightened security, FED-EX, UPS or similar delivery methods are the preferred method of delivery of proposals. If quotes are hand delivered, delivery must be made through Gate A, and a 48 hour (excluding weekends and holidays) prior notice should be made to the Contract Specialist at 301-975-8171. Notice must include the company name, name of the individual making the delivery, and the country of citizenship of the individual. For non-US citizens, the following additional information will be required: title, employer/sponsor, and address. Please ensure that the individual making the delivery brings photo identification, or they will be denied access to the facility. NIST IS NOT RESPONSIBLE FOR LATE DELIVERY DUE TO THE ADDED SECURITY MEASURES. In addition, offerors who do not provide a 48-hour notification in order to coordinate entrance to the NIST campus assume the risk of not being able to deliver offers on time. The Government is not responsible for the amount of time required to clear unannounced visitors, visitors without proper identification and without complete information that would allow delivery (i.e. point of contact, telephone POC, building, room number, etc.) If 48 hour notification was not provided, it is suggested that your company representative or your courier service arrive at NIST at least 90 minutes prior to the closing time in order to process entry to the campus through the visitors center and complete delivery. ****Quotes must be received by 3:30p.m. eastern time on August 4, 2005. FAXED AND EMAILED QUOTATIONS SHALL NOT BE ACCEPTED.
