- Description
- The U.S. Department of Commerce, National Oceanic and Atmospheric Administration, intends to negotiate on a sole source basis with the MapInfo Corporation, Inc. This requirement is being advertised under Other Than Full and Open Competition by the authority of the Federal Acquisition Regulation (FAR) Subpart 6.302-1, citing 10 U.S.C.2304.(c)(1) or 41 U.S.C. 253.(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. The Contractor shall be required to provide the International Trade Administration (ITA), Office of Trade and Industry Information (OTTI), information technology technical support services in accordance with the attached Statement of Work. The services to be provided include software modifications, enhancements and maintenance to the Government-owned TradeStats Express? (TSE), and the adaptation of TSE technology to develop an Industry Data System (IDS). The TradeStats Express is a mission-critical system which is currently operational on a 24 hour, 7 days per week basis. The TSE supports U.S. international trade negotiations and the trade statistics needs of U.S. business and state and local governments. This system must be upgraded, without disruption, to meet the growing data requirements of U.S. trade negotiations, as well as new ITA mission requirements for industry analysis mandated by Congress. The TradeStats Express? was previously developed by MapInfo, Inc., utilizing its MapXtreme? software platform. The TSE is a web-based GIS data-retrieval system which provides end users with product- and country-specific U.S. international trade data at the national and state levels. The IDS will incorporate much functionality demonstrated in the TSE, but as applied to the analysis of industrial regulations and their potential impact. Interested parties who believe they can meet the Agency?s requirement are requested to submit in writing an affirmative response demonstrating their technical capabilities which shall be considered by the agency. In your response you must address each of the items described in the Statement of Work in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit documentation will result in the agency proceeding as stated above. A determination by the agency not to open competition is solely within the discretion of the agency. A written affirmative response must be received no later than forty-five days after the publication of this synopsis. The solicitation will be issued as a Request for Proposal (RFP) utilizing the Federal Acquisition Regulations Subpart 15. The agency anticipates the award of an Indefinite Delivery, Indefinite Quantity Task Order contract with a firm fixed pricing arrangement. The period of performance shall be for twelve months with four twelve month option periods. The anticipated award date is September 30, 2005. Responses may be emailed to Rubie.B.King@noaa.gov.
