Description
: The Health Resources and Services Administration intends to negotiate on a SOLE SOURCE basis with the University of Texas Health Science Center, 4201 Medical Drive, Suite 240, San Antonio, Texas 78229.. The purpose of the contract is twofold: A. To identify and develop a Resource Guidebook of Model Programs along the US-Mexico border that have increased the number of disadvantaged and minority students into the health professionals and improved women, infant, and child health, oral health, environmental, and public health. B. To provide exposure activities to medical, dental, pharmacy, and behavioral and mental health students and faculty on border primary health care, environmental, and public health concerns through various mechanisms, including clinical rotations, internships, and border health training No other institution or organization has developed the necessary linkages and programs with border health organizations, institutions of higher education, and health professions schools enrolling significant number of Hispanic students. The UTHSCSA is the only organization that has the network, contacts and infrastructure to accomplish the proposed activities of the project in the required time frame. The UTHSCSA also is uniquely qualified to develop the partnership and collaboration with various agencies and programs along the border because they conducted the first and second phases of the U.S.-Mexico Border Center of Excellence Consortium. In addition, the UTHSCSA developed the theoretical framework and strategic plan of the Consortium. The UTHSCSA possesses proprietary health professions data that is required in the final report and product. The UTHSCSA also has the necessary expertise and knowledge of the data required to produce the outcomes of this project. The UTHSCSA has already developed a model evaluation process to analyze the programs along the U.S.-Mexico border that have increased the number of disadvantaged and minority students into health professions and improved women, infant, and child health, oral health, environmental, and public health. In addition, the UTHSCSA has developed a database to enter the programmatic data. For the past 14 years, they have work closely with the Health Careers Opportunity Program and Centers of Excellence Program grantees collecting baseline data on Hispanic students and faculty in health professions fields. These factors make the University of Texas Health Science Center at San Antonio the only possible source for this contract. ***The anticipated period of performance will be one base year and four one year options. The statutory authority is 41USC 254 (c)(1), only one responsible source, and no other supplies or services will satisfy agency requirements. A Justification for Other than Full and Open Competition has been prepared by the Government. This notice of intent is for informational purposes only, and is not a request for competitive proposals.
