Description

The Saint Lawrence Seaway Development Corporation plans to award a contract for furnishing all plant, labor, equipment and materials and performing all work for removing steel stairways, landings, handrails and structural supports and replacing them with fiber reinforced polymer elements at the downstream north cable riser at Snell Lock in Massena, New York. This cable riser/recess is located within the concrete lock wall, is approximately 6 ft. x 10 ft. x 100 ft. deep from the gallery level and has limited access. The work may also include cleaning and painting equipment and piping in a machinery recess which is approximately 8 ft. x 10 ft. x 55 ft. deep from the gallery level. A firm-fixed priced contract shall be awarded on or about September 30, 2005 with the work to be completed by March 1, 2006. The cost range is between $100,000 and $250,000. There is a $40.00 US funds non-refundable fee for specifications and drawings. The Invitation for Bid package will be released approximately August 11, 2005 with bid opening to be held on September 15, 2005. All responsible sources may submit a bid which shall be considered by the Saint Lawrence Seaway Development Corporation. Prospective bidders must be registered in the Central Contractor Registration (CCR) database to be considered for award. Please register with the CCR at www.ccr.gov. This project is issued in accordance with the Small Business Competitiveness Demonstration Program and is open to both small and large businesses. NAICS code 238990. The Department of Transportation (DOT) offers working capital financing and bonding assistance for transportation related contracts. DOTs Bonding Assistance Program (BAP) offers bid, performance, and payment bonds on contracts up to $1,000,000. DOTs Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable.
