Description
The purpose of this announcement is to investigate if there are available sources to produce and field the AMP. The technical requirements are subject to change. A purchase description and questionnaire is published (on web site: http://contracting.tacom.army.mil/ssn/sources.htm ) to gather industry input. The Asphalt Mixing Plant (AMP), 150 Tons Per Hour is a commercial portable type plant with unique military modifications, listed below, used by engineer construction units. The asphalt plant, hereinafter called the plant, shall be a portable drum-type, electric motor driven, capable of self erection on a le vel site and satisfactory operation without requiring concrete footings or excavation of any type. The plant shall consist of major units, components and accessories as required to assemble a complete plant capable of producing 150 tons per hour of graded asphalt paving mix. The plant shall include but not be limited to the following basic units: 1 portable four bin cold aggregate storage and feeding hoppers with variable speed feed conveyors for each bin. The variable speed feed conveyors shall feed a g athering conveyor. The gathering conveyor shall blend and deliver the aggregate to either a cold aggregate feed conveyor or directly to the drum, a vibratory scalping screen(s) for screening of the cold aggregate, 1 drum mixer of the single rotating type with burner and blower to heat and dry the aggregate. The heated and dried aggregate will be mixed with the asphalt cement at some point in the drum mixer, 1 Asphalt pump and metering system, 1 totally enclosed drag type conveyor for conveying hot asphalt mix from the drum mixer to the surge bin, 1 surge bin system to receive the hot asphalt mix, with power operated dual discharge gates for truck loading, 1 complete set of insulated or shielded piping and accessories necessary for interconnecting all the c omponent units conforming to the approved arrangement plans submitted by suppliers, 1 trailer mounted insulated asphalt storage tank, with a capacity of not less than 16,000 gallons, 1 Plant control trailer with all controls necessary to operate the mixing plant, 1 unit of Portable power and control cables of the size and number necessary to provide power and control circuits from the control centers for operation of the plant, Diesel engine powered generator sets to provide electrical power to support the operation of the plant under maximum load and down time 1oads, De-drumming equipment to include de-drummers (melters) and hot oil heater, and asphalt transfer pump and a baghouse type dust control system. The above units shall be semi-trailer mounted or trailer mounted and grouped such that the plant can be interconnected mechanically and electrically, and operated to the capacity specified herein. Either military or commercial truck tractor will be able t o transport each component of the AMP. Army unique transportability requirements: Minimum 14 inches ground clearance and maximum height of 13.6 feet coupled with military tractors and commercial tractors. 1. Brakes and lighting in accordance with DOT requi rements for all main units. 2. Lifting and tiedown points in accordance with military standard MIL-STD-209. 3.Interchangeable kingpin and spacer on trailers for interface between military tractors and commercial trailers. 4. Tow bars and pintles on all car t trailers. 5. Dolly converter for on-site movement of main components. 6. Hydraulic power jacks for plant set-up and tear down 7. Design single lift for removable modules for transport. 8. Includes spreader bars for modular component removal and replaceme nt. 9. All components are semi-trailer or trailer mounted. 10. Single pivot running gear to maintain 20,000 lb. Maximum per rear axle at varying kingpin heights for all 50 states. Army unique operational requirements: 11. Extended exhaust stacks. 12. Chock s for all wheeled components. 13. Generator sets modified to meet military power and tr ansport requirements. 14. Engine modifications to meet military commonality of parts and use of military fuel (JP-8) and lubes. 15. An exhaust and dust suppression system (baghouse type. 16. Military 24/12 volt electrical system. 17. Extended fuel filler neck on all fuel tanks to accommodate wider military nozzles. 18. Batteries sized physically and power-matched to meet Army requirements. 19. Power cables can be buried. 20. Additional safety concerns including belt and motor guards and wiring end caps. 21. Military Rifle stowage racks. 22. Decontamination brackets. 23. 5th and 95th percentile for hum an factor requirements by the Army Material Commands Surgeon General. This includes ladder access, stowage access, and weights of storable piece parts. 24. Tool boxes on all components. 25. Internal and external power capabilities (generator sets and utility power pole requirements). 26. M eets Armys noise requirements (85db(A)) which are more stringent than commercial industry. 27. NATO Slave receptacle for diesel engine starting and hydraulic power jacking. 28. Electrical starting sequence for the complete plant system operation. 29. Lockable vandal covers for all elec trical control stations. 30. Military steel placards including lubrication, warranty, caution, warning, contract data, shipping, instructions, and dimensional silhouette. 31. Fire extinguishers on all components. 32. Special military markings. 33. Engine e nclosures. 34. Military operation in temperatures of 25 (dry operations) to + 125 degrees. 35. Military three-piece ground rods for all components. 36. All hydraulic systems use military engine oil. TACOM intends to use commercial practices, components, an d technology to the maximum extent possible.
