Description

The Department of the Navy, Space and Naval Warfare Systems Center, San Diego, CA intends to award a firm fixed price purchase order to DMP Services, 2038 Vista Hermosa Way, El Cajon, Ca 92109 on a sole source basis. The purpose of this action is to procure engineering design and development services of the Serial Data Interface and Utilities for the Missile Simulator Test Aid. The services include utilization of Hardware Description Language to implement the serial interface electronics in a Field Programmable Gate Array device. The sole source action is based DMP's access to the extensive experience and knowledge of the Missile interface, related equipment, and operations. Use of any other contractor would result in extensive cost and delays necessary to acquire the level of expertise essential for the requirement. The cost and delays by bringing in other contractor would not be recovered through competition. Authority for other than full and open competition is 10 U.S.C. 2304(c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures. The NAICS code is 541511 and the Size Standard is $21 mil.
