- NAICS Code: 611430 The U.S. Environmental Protection Agency (EPA), Office of Enforcement and Compliance Assurance (OECA), Office of Criminal Enforcement, Forensics and Training (OCEFT), National Enforcement Investigations Center (NEIC), of Denver, Colorado (CO) is requesting a quote to provide the following products/services under FAR PAR 13, Simplified Acquisitions Procedures. This is a total small business set-aside. The requirement is as follows: NEIC has a requirement for the renewal of accreditation for forensic environmental measurement activities. As a technical support center nationwide for U.S. EPA enforcement and compliance assurance programs, the NEIC goal is to generate scientifically sound and legally defensible information. The period of performance is January 1, 2006 through December 31, 2007. The vendor shall be able to provide accreditation in compliance with ISO/IEC 1705 (the international standard for quality management in testing facilities), ANSI/ASQC E4-1994 (the national standard adopted by the U.S. EPA for quality management of environmental data collection), and ILAC Guide 19 (the international guidance for forensic science laboratories, whose quality system is based on ISO/IEC 17025). The must be able to conduct internal audit training to maintain/expand the trained auditors available, arrange for on-site accreditation audit of NEIC-Denver, must have the capabilities to response to audit report of findings from assessment at NEIC-Denver, and grant accreditation certificate. The vendors quote must be inclusive of the following: Annual fee for maintaining accreditation of NEIC field sampling, field measurements/monitoring, and laboratory measurements to cover the annual evaluation of the NEIC Quality System, meeting with the NEIC Accreditation Technical Advisory Committee (TAC), internal audit program evaluations, travel time and all taxes and fees.
