- The EPA's Office of Research and Development's Air Pollution Prevention and Control Division (APPCD) in Research Triangle Park, NC, is seeking a contractor to design, fabricate, install, and performance test an electrostatic precipitator (ESP) as part of the Flue Gas Cleaning System (FGCS) in APPCD?s Multi-pollutant Control Research Facility (MPCRF). The system shall include all piping, ductwork, mountings and supports, electrical work, support steel, access platforms and ladders, monitoring instrumentation, and controls, with follow-on services for calibration, alignment, and adjustment, necessary to enable the ESP to perform in accordance with normal operational conditions in accordance with all applicable Federal, State, and local laws and regulations. Additionally, the contractor shall provide for the training of three (3) EPA personnel or contractors by qualified instructor(s), so that they will be able to operate the ESP under normal operative conditions, including instruction on ordinary maintenance. The North American Industry Classification Code is 334512 with a small business size standard of 500 employees. A written solicitation, PR-CI-05-11154, is anticipated to be issued during the week of August 15th. It is anticipated the solicitation will be issued as a request for proposals (RFP). All responsible businesses may submit a quotation in response to the solicitation which shall be considered by the Agency. This procurement will be pursued using FAR Part 12 Commercial Acquisition methods and procedures. This notice of intent is not a request for competitive quotations. Additional information regarding the specific requirements and specifications for the electrostatic precipitator will be made available along with the solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. In addition to price, the following factors will be used to evaluate the offeror?s technical proposal: previous experience, program management plan, qualifications of personnel, and past performance. Award will be made to the offer that represents the Best Value. Contract type will be firm fixed price.
