Description
NAICS Code: 514210 In accordance with FAR Part 12 Simplified Procedures, the U.S. EPA Office of Transportation and Air Quality (OTAQ), Assessment and Standards Division (ASD) requires a contractor to provide Data Processing Program Development for the Mobile Source Observation Database (MSOD). OTAQ administers portions of Title II of the Clean Air Act, as amended in 1977 and 1990. Within OTAQ, the Assessment and Standards Division (ASD) does a wide range of work in support of EPA's efforts in air quality analysis. These efforts include creating and revising emissions estimation tools, developing regulatory impact analyses, testing vehicles, supporting the vehicle inspection and maintenance (I/M) programs, and other related projects. ASD has developed an ERD data model in ERwin v4.1 and implemented an Oracle9i relational database system containing a variety of emission test results and other observations and measurements of motor vehicles and their engines. This database system is called the Mobile Source Observation Database (MSOD). Currently, the MSOD, residing on a Windows NT server maintained by EPA, contains approximately 140 tables with the largest table "DYNOTIME" with approximately fifteen million records. EPA is expecting the MSOD to grow quickly due to a large amount of incoming data. On MSOD, there is a set of Windows QA/QC/Load programs, written in Visual Basic 6.0 and Visual FoxPro 8.0, for checking input data and loading data. General information about the MSOD is available on EPA's web site http://www.epa.gov/OTAQ/models.htm. The contractor shall improve the current MSOD programs, i.e., QA/QC program (VALDATA) and loading program (EFLOAD), and process and load approximately 1000 gigabytes in raw data size of new datasets of I/M program, Remote Sensing Data (RSD) program, and Kansas City project. The contractor shall specifically conduct the following work (1) Fix Existing Program Bugs, (2) Add Composite Test Result, (3) Allow NULL Value of Categorized Fields, (4) Simplify Synchronization Among Databases, (5) Add Multiple Work Assignments to QC SPEC.DBF File, (6) Make Key Field "MSID" More Transparent to Users, (7) QA/QC/Load New Datasets from I/M Program, Remote Sensing Data (RSD) Program, and Kansas City Project, and (8) Collaborate with EPA to Complete Integration and Acceptance Testing. This procurement is a small business set-aside under NAICS code 518210 with a size standard of $21,000,000. Award will be made using "Best Value" evaluation criteria. All responsible sources may submit a quote which shall be considered by the Agency. Any firm believing itself capable of providing the required Data Processing Program Development for the Mobile Source Observation Database (MSOD) must request a copy of the RFQ in writing within fifteen (15) days of electronic posting of this notice.
