Description
The US Environmental Protection Agency has a functional requirement to obtain a custom designed and built test system to conduct aquatic toxicology studies. This procurement is a 100% small business set-aside competition. The applicable North American Industry Classification System (NAICS) Code is 332999 with a small business size standard of 500 employees. The apparatus will be used to house aquaria in a water bath and various concentrations of test chemicals shall be delivered to the aquaria for experimental purposes. This apparatus shall consist of two free-standing stainless steel and glass cabinets. One cabinet (approximately 4' wide x 9' long x 5'high) will house the aquaria used for the exposures and the other (approximately 4? wide x 7? long x 7? high) will house the equipment necessary to produce various concentrations of the test chemical. Besides the basic custom cabinetry, this system shall include all aquaria (28), water baths with standard plumbing connections, drain lines, lighting, shelving, adjustable feet, and ventilation connections. Performance will be conducted in two phases. In the first phase, the contractor shall solicit input from Government scientists to finalize the technical requirements of the system. The contractor will develop detailed drawings and submit them to the Government for plan approvals. Upon approval of the technical design, the second work phase shall commence and the contractor shall fabricate the apparatus according to the approved design. This system shall be delivered (F.O.B. Destination) and installed on-site at the EPA laboratory located in Duluth, MN. At the option of the Government, up to two additional systems may be required. One additional system may be fabricated, delivered, and installed at the EPA laboratory in Duluth, MN, and a second additional system may be fabricated, delivered, and installed at the EPA laboratory in Cincinnati, OH. Fabrication of the two additional systems will be at the sole discretion of the government subject to the availability of funds and the successful completion of the initial system. The anticipated performance period will be 24 months after contract award. The solicitation PR-NC-05-10616 will be available on or around August 10, 2005. Proposals will be due approximately 30 days after the RFP issue date. No further synopsis will be issued. The solicitation and any subsequent amendments will only be available via the EPA Website at http://www.epa.gov/oam/rtp_cmd. Hard copies or diskettes will be not available. Telephone and fax requests will not be honored. It will be your responsibility to frequently check the same site for any amendments or additional information that may become relevant.
