Description
NASA is conducting market research. No solicitation exists; therefore, do not request a copy of the solicitation. THE DESCRIPTION OF WORK IS PUBLISHED BELOW. 8(a) vendors having the capabilities necessary to meet or exceed the stated requirements are invited to submit at a minimum 3 past performance references, approach to the requirement, and sample of work (course catalog). CAPABILITIES DUE DATE Offers are due by 2:00PM EST on Wednesday, August 10, 2005. 1. External Marking of Capability Package(s) All capabilities packages must be closed and sealed. The required mailing address and external marking for capabilities is as follows: NASA/Goddard Space Flight Center Greenbelt, MD 20771 Building 16W?Shipping and Receiving Dock Solicitation Number: NNH0500000L Attn: Tracey Jones Building 17, Room S126 CAPABILITY --DELIVER UNOPENED" Suggested additional marking if delivery is made by a commercial delivery service: "COMMERCIAL DELIVERY PERSONNEL: THIS CAPABILITY MUST BE DELIVERED TO THE DOCK MASTER, BUILDING 16W SHIPPING AND RECEIVING DOCK, NO LATER THAN 2:00PM EST ON AUGUST 10, 2005.? 2. Designated Receiving Office The designated receiving office for capabilities is the Shipping and Receiving Dock, Building 16W, Goddard Space Flight Center, which must be accessed from Soil Conservation Road, north from Greenbelt Road. Capabilities must be received at the designated receiving office no later than 2:00PM EST on August 10, 2005. The Building 16W Shipping and Receiving dock is open from 7:30AM to 3:30PM, Monday through Friday, except Federal Government holidays. Contractor personnel conduct the GSFC receiving function, which includes mailroom operations. Capabilities will be marked with the date and time of receipt, subjected to security screening, secured, and delivered unopened to the Contracting Officer. There is public access to the Building 16W Shipping and Receiving Dock. GSFC passes, badges, escorts, etc. are not required for access to the receiving dock. INFORMATION TECHNOLOGY (IT) COMPUTER TRAINING CENTER DESCRIPTION OF WORK 10.52.1 Scope-Computer Training Center (CTC) The Vendor shall deliver a comprehensive desktop computer-training program available to all NASA Headquarters civil servants for systems, equipment, software, and services provided to the Headquarters computer user community. IT training shall be provided for Core and selected above-Core baselined products, key Tactical Plan software deployments, and the following ISEM Custom Applications: HQ Action Tracking System (HATS), HQ ODIN New Users Request System (HONURS), and Secure Nomadic Access (SNA), and the HQ New Employee IT Orientation. The Vendor shall operate the on-site training facility, including registration and walk-in support from 8:00 a.m. until 4:30 p.m. local time, Monday through Friday, except Federal holidays. 10.52.2 Training Materials and Methodologies The Vendor shall provide training materials, which may include externally-provided student workbooks, vendor-developed student ?quick reference? cards/handouts -- which will feature highlights and tips -- and FAQ?s (Frequently Asked Questions) available on the CTC web site. The CTC provides a blended training solution consisting of instructor-led classroom training, Information Technology Exchanges (ITE?s), deskside one-on-one training, and ?Brown Bag? seminars (also known as the ?Lunch & Learn? sessions). Training in these areas must be available for PC and Macintosh users and platforms. The CTC Coordinator shall also work under the technical direction of the HQ Training Office in providing administration, presentation, strategic marketing, and implementation of the HQ web-based training program. This includes training of users, monitoring of usage, reports on usage as requested, recommendations on program improvements, issuance and revocation of user id?s, preparation of marketing materials, delivery of marketing information to new employees, staff meetings, and open houses as requested, and web-site updates to ensure current information is posted. The Vendor shall also perform the following functions: Have staff available for incoming phone calls during CTC working hours. Maintain the CTC web site with information on current and new services and training. Administer the Element K (web-based training) website. Maintain the CTC Calendar of events, including schedules for classes, Lunch & Learn sessions, and deskside one-on-one training. Perform customer outreach activities to encourage greater training attendance. This includes, but is not limited to: o E-mail notices (NASA_INC, Heads Up); o Calling customers immediately upon deployment of a new service; and o Brochure and flyer development and distribution. Collection and filing of NHQ 228 forms (Registration for On-Site Training). Scheduling of rooms for non-classroom events such as the HQ New Employee IT Orientation, Health classes, and special event training requiring use of the CTC classrooms. Maintain inventory of student workbooks, classroom handouts, web-based training brochures, and other training materials. Maintain training room computers, to include, but not limited to: ensuring latest baselined software is installed; virus software is current with up-to-date signatures; and password resets occur every 90 days or fewer. Call in trouble tickets to the HQ IT Help Desk in the event of hardware/software failures. Provide input to documentation developed by ISEM for new and upgraded product deployments; Coordinate with the NASA HQ Human Capital Management office to schedule new HQ employees to the HQ New Employee IT Orientation. Provide initial training on use of the web-based (eLearning) tools. Provide ad hoc training statistics not covered in the Monthly Training Report or the Metrics reported monthly (no more than 12 requests during the performance period). 10.52.3 Deliverables Course Catalog Monthly ? Prepare MIC room for presentation i. Contact Presenters to ensure attendance; seek out back up Presenter as necessary j. Distribute copies of sign-in sheets to Telephones; Security; Badging; Account Administration; Logistics Support; and CTC k. Run the PowerPoint slide show for all Presenters l. Coordinate with Logistics Support on user accounts, passwords, tokens etc. m. Ensure users receive security badges/ are scheduled through ITPOC to receive from Security office n. Follow up with users who have issues or unanswered questions i. Research question ii. Reply to user via phone or email iii. Schedule training if necessary
