- The National Oceanic and Atmospheric Administration (NOAA) intends to negotiate on a sole source basis and issue a modification to an existing contract with Titan/Datron Advanced Technologies Division (Titan/Datron), 200 W. Los Angeles Avenue, Simi Valley, California 93065-1650, for additional units of: (1) Elevation axis gear box assemblies; (2) Azimuth axis gear box assemblies; and (3) Third axis gear box assemblies. These additional units will increase reliability of components and provide consistency and compatibility as well as maintenance and spare parts on the existing units. Due to failures on the original components, the manufacturer has improved the material design used in the gears. NOAA intends to replace all gears in their antennas of this type. The Fairbanks (Alaska) Command and Data Acquisition Station (FCDAS) site is a primary ground station for telemetry, command and control (TT&C) of polar-orbiting satellites, including the NOAA/POES, NRL/WindSat Coriolis, DoD/USAF/DMSP, NASA missions, as well as the NOAA geostationary program, GOES. The Wallops CDA facility in Virginia tracks POES and GOES Missions. Both stations use the Titan/Datron 13 Meter TT&C antenna system, Model 8450. Titan/Datron is the OEM for the antennas at Wallops and Fairbanks. These additional units will be delivered to NOAA facilities in Wallops, Virginia, and Fairbanks, Alaska. Operational gearbox units, matching the configuration of the proposed additional gearbox, already exist in these NOAA facility locations. It is the Government?s intent to compete any additional units in the future. Responses to this notice shall be submitted no later than c.o.b. August 10, 2005. No solicitation will be released for this requirement. If an interested offeror believes it can offer a brand name or equal item based on Government requirements, it shall respond within the specified date, to the agency contact point, describing how it can satisfy the Government?s needs without causing unacceptable delays, duplicating costs, or failure to meet technical objectives. Interested sources shall submit a written narrative of capability, including detailed technical information and other technical literature, demonstrating the ability to provide the required services in sufficient detail to permit an agency analysis to determine a bona-fide capability to meet the Government's requirements, by c.o.b. August 10, 2005. Responses without the required documentation shall be considered non-responsive. No basis for claim against the Government shall arise as a result of this notice or the Government?s use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments. Responses must be submitted in writing (two copies) and must include all information cited herein.
