Description
This is a synopsis being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This solicitation document incorporates provisions and clauses that are in effect through the July 2005 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-04. This acquisition is 100% small business set-aside and the North American Industry Classification System (NAICS) code is 519120 with a small business size standard of $6.0 million. It is the intent of the National Library of Medicine (NLM) to procure a collection management archivist to assist in supporting the Images and Archives Programs of the History of Medicine Division at the National Library of Medicine to acquire and manage collections in archives and manuscripts; prints, photographs, and other graphical materials; historical films, videos, and other audiovisuals; and electronic media. The collection management archivist assists the Images and Archives staff as they evaluate, acquire, and transfer collections to the Library; plan collections storage and processing space for these collections; obtain collection processing services; and maintain collection management manuals. In particular, the collection management archivist will 1) maintain contact with prospective donors, survey and evaluate prospective collections for acquisition, assist in negotiations as necessary, arrange for transfer of materials to the Library, and maintain regular contact with donors during and after transfer; 2) maintain good statistics on collection size and growth, as well as size and configuration of collection storage spaces, maintain information on the size and configuration of collection processing spaces, and assist in planning and reconfiguring spaces as needed to facilitate collection management work; 3) evaluate the need for, define scopes of work for, assist in obtaining, and evaluate the delivery of collection processing services in arrangement, description, cataloging, and holdings maintenance; 4) analyze and capture in writing existing procedures and collate existing policies for Images and Archives programs, assist in writing or revising collection management manuals, and suggest areas for further policy or procedure development.
